STATEMENT OF WORK
(MULTIPLE CHEMICALS)
1. BACKGROUND
The Mass Spectrometry Data Center (MSDC) at the National Institute of Standards and Technology (NIST), Material Measurement Laboratory (MML) Biomolecular Measurement Division (BMD) is responsible for the development of the NIST, NIH, and EPA Mass Spectral Library and tandem Mass Spectral Database. To carry out this responsibility, the MSDC has a requirement for a variety of chemicals. These chemicals are organic compounds of varying types and do not belong to a specific class; they are used for Mass Spectrometry and do not require special approval through NIST.
2. ATTACHMENTS
Attachment 1 – Chemical List, identified by structure (SMILES / InChi Key).
3. SCOPE
Delivery of chemicals listed in Attachment 1 in the packaging format defined below and with the documentation defined below.
4. REQUIREMENTS
4.1. The contractor shall deliver the chemicals set forth in Attachment 1 in the quantities set forth therein. Larger quantities can be provided if sufficiently small quantities are not available, so long as those larger quantities can be provided in the packaging format defined below. Split shipments of chemicals are acceptable so long as the total number of shipments does not exceed eight (8).
4.2. The contractor shall package the chemicals as follows:
4.2.1. Each compound shall be placed in an individual 4mL clear glass vial with PTFE-lined solid screw cap;
4.2.2. The vials shall be packed in numbered boxes with dividers with no more than 100 vials per box;
4.2.3. The label on each vial shall provide the following information:
4.2.3.1. Catalog number;
4.2.3.2. Chemical name;
4.2.3.3. Molecular Weight;
4.2.3.4. Quantity (Mass and Mass Units)
4.3. The contractor shall provide documentation as follows:
4.3.1. The contractor shall provide an electronic data file for each chemical that includes the following:
4.3.1.1. Structure in MOLfile format;
4.3.1.2. Catalog number;
4.3.1.3. Molecular formula;
4.3.1.4. Molecular weight;
4.3.1.5. Chemical name;
4.3.1.6. Supplier name;
4.3.1.7. Box number;
4.3.1.8. Quantity (Mass and Mass Units);
4.3.1.9. Chemical Abstracts Service (CAS) Registry Number (if available);
4.3.1.10. Hyperlink to Material Safety Data Sheet (MSDS) (if available).
4.3.2. The contractor shall provide a MSDS for each chemical delivered. The acceptable formats include: (a) a hyperlink in the electronic data file as detailed above, (b) a paper version, or (c) an electronic version. A hyperlink or electronic version is preferred.
5. DELIVERY DATE
All chemicals and documentation shall be delivered within two months from the date of award.
Chemicals and physical documentation (if any) shall be delivered to the NIST campus in Gaithersburg, MD. Electronic information shall be delivered the TPOC via e-mail, secure download, or CD/DVD disc.
6. INSPECTION, ACCEPTANCE AND PAYMENT
NIST will inspect chemicals as they are received. Receipt of at least 2000 chemicals (out of 2049 on Attachment 1), in the packaging format defined above and with the documentation specified above, shall be necessary to be deemed acceptable by the government. Advance Payment is not authorized. Payment will be made only after acceptance of deliverables. Partial payments are authorized, so long as the total number of invoices submitted under the purchase order does not exceed eight (8) and the deliverables associated with the invoice have been accepted by NIST.
