STATEMENT OF WORK
TITLE: Procurement of Wideband Communication Tester with LTE Signaling and Analysis Tools.
LAB REQUESTING SERVICE: Public Safety Communications Research Division
I. BACKGROUND INFORMATION
The National Institute of Standards and Technology’s Public Safety Communications Research (CPSR) Division currently has a CMW500 Wideband Communications Tester used in research, testing, and evaluation to foster nationwide first-responder communications interoperability and has a requirement for an additional CMW500 Wideband Communications Tester with LTE Signaling and Analysis equipment as shown below. This unit will not only act as a stand-alone unit for further research, but will also serve as a backup to the current CMW500 owned by PSCR.
This critical infrastructure support tool will facilitate analysis of the performance and operations of LTE user equipment for use with CPSR’s enhanced Node B (eNodeB) equipment. Also, the equipment will be used to measure user equipment (UE) and application performance for PSCR’s Mission Critical Voice over LTE project.
II. SCOPE OF WORK
PSCR requires a wideband communication tester capable of use as a standalone call box, and shall be able to extend the capabilities of our current lab equipment. Because of this, the tester shall have software compatible to PSCR’s current wideband communication tester, the Rohde & Schwarz CMW-500.
This equipment shall have the capability to simulate LTE signals and IMS SIP messaging at the protocol layer. The equipment is required to support LTE Band 14 and 3GPP Release 12 features for public safety. It is also required to have the capability of performing additional measurement functionality such as battery life testing for over the top mission critical applications. PSCR has an existing CMW500 from Rohde & Schwarz and has a requirement for a second unit to support project requirements.
Finally, this equipment shall have the capability to be automated for more proficient test and measurement methods, and shall be extensible in order to add capabilities for future project needs. The equipment shall be capable of communicating with tools already present in the lab.
In order to meet these requirements, the CMW500 shall consist of the following part numbers.
