Combined Synopsis/Solicitation
Request for Quotation Number SB1341-16-RQ-0788
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR
COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE.
THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND
A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED.
This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition
Circular 2005-89 effective July 14, 2016.
The associated North American Industrial Classification System (NAICS) code for this procurement is 334310 with a small business size standard of 750 employees. This acquisition is being procured 100% set-aside for small business. Simplified acquisition procedures shall be utilized.
The non-manufacturer rule applies to this acquisition. The manufacturer of the brand name equipment Photron, USA, is a small business under a small business size standard of 750 employees. The distributor must be a small business under a small business size standard of 750 employees.
The National Institute of Standards and Technology (NIST), Material Measurement
Laboratory (MML), Materials Measurement Science Division (MMSD), Security Technologies
Group (STG), performs a wide variety of high speed impact tests at rates that vary from a few meters per second to more than 500 m/s and on materials ranging from foam pads to high strength, ballistic-resistant fabrics. The Group uses high speed video to document the response of materials during tests, and to provide quantitative analysis of material motion and deformations. To supplement the group's existing high speed cameras and expand the capabilities, the group requires two (2) new high speed video cameras that will be used in combination with or as direct replacements for existing cameras.
This is a BRAND NAME ONLY requirement. Only the make and model of equipment named herein shall be considered for award. The basis for this brand name only purchase of Photron USA cameras follows.
Both of the Security Technologies Group's high speed cameras are from Photron. One is a
SA5 and one is a APX-RS. The Photron FASTCAM Viewer software is used to control the cameras and transfer video from the camera to the computer. The Group also has Photron
FASTCAM Analysis software Version 3.6.1.0 and Photron FASTCAM Analysis Version 1.3.1, which is used for quantitative analysis of the video after recording.
The required cameras must compatible with the existing camera control software, must have all capabilities of the existing cameras, must be capable of being phase locked to the existing cameras, and must have the same or better resolution and frame rates as the existing Photron FASTCAM SA5 camera with the capability to match the frames rates and resolutions of the Photron FASTCAM SA5.
If the new cameras cannot be phase-locked with the existing cameras, NIST will not be able to use the new cameras in experiments that require multiple camera configurations to fully observe test specimens. The purchase of two additional cameras is to ensure that
NIST has the capability of using three or more cameras to monitor a test. If the new cameras cannot be phased locked with the existing cameras, NIST will not have this capability.
If an alternate software were to be provided, NIST would be required to evaluate the software to ensure that it provides the required capabilities, plus additional resources to train personnel. NIST could not utilize a control software that could not support both the existing and new cameras due to the amount of computational power used by the software and constraints on space that makes it impractical, and potentially unsafe, to place additional computers in some of the NIST laboratories where these cameras will be used.
Responsible quoters shall provide pricing for all of the following line items:
LINE ITEM 0001 – Quantity 2 each High speed videos cameras, Photron FASTCAM SA5 775K-M2
RV. Prior to final acceptance by the Government, the cameras must meet all of the following specifications:
The cameras shall have a sensor resolution of 1 Mpixel (1,024 by 1,024 pixels), or greater.
The cameras shall have 12-bit or higher monochrome resolution.
The cameras shall have an equivalent ISO light sensitivity of 10,000, or greater.
The cameras shall be capable of meeting or exceeding all of the following frame rates:
-1024x1024 resolution: 7000 fps (frames per second) or greater.
-832x448 pixel resolution: 20,000 fps or greater.
-768x320 pixel resolution: 30,000 fps or greater.
-512x272 pixel resolution: 50,000 fps or greater.
The cameras shall have a peak frame rate (at a reduced resolution of 128x24 pixels, or greater) of at least 775,000 fps.
The cameras shall have a recording duration of at least 10,000 frames at full resolution (1,024 by 1,024 pixels, or greater).
The cameras shall each have 16GB of memory, or more.
The cameras shall have sensitive electronic components protected from ingress of dust, moisture or other pollutants.
The cameras shall each include a lens mount plate for Nikon F-mount compatible lenses, to allow the cameras to be used with existing lenses.
The cameras shall each include a power supply, compatible with US 120V 60Hz AC power.
The cameras shall each include an I/O cable.
The cameras shall have gigabit ethernet connectivity.
The cameras shall be compatible with Photron Fastcam Viewer software, version
3.6.1.0, or newer.
-The camera control software shall be capable of saving recorded videos in
AVI format and individual (or all) captured frames in TIFF or PNG format.
Capabilities for saving to additional standard formats are desirable, but not required.
-The camera control software shall save the necessary meta-data to allow saved videos to be analyzed by Photron FASTCAM Analysis (PFA) software.
The cameras shall be capable of being triggered with a 5V TTL signal.
The cameras shall have phase lock synchronization to allow synchronization with other cameras or an external source. Camera synchronization shall be compatible with that of Photron FASTCAM SA5 and Photron Ultima APX-RS cameras, to allow synchronization with existing camera equipment.
The package shall include an operations manual covering proper operation, routine maintenance, and troubleshooting for the cameras. The manual may be supplied in hard copy or electronic format (or both).
LINE ITEM 0002: Warranty
The Contractor shall provide, at a minimum, a one-year warranty for the cameras. The warranty shall cover all parts, labor and travel.
