To assist in this research, the Government requires a 2 ½ axis position and rate table for the testing and calibration of MEMS devices.
All items must be new. Prototypes, first articles, demonstration models, used, refurbished or otherwise developmental systems, will not be considered for award.

The overall system shall provide accurate control of position, rotation, and angular acceleration around 2 axes of rotation, with an inner axis of rotation, and an outer axis of rotation enabling the position and rotation of the device under test in all directions described by a spherical coordinate system with respect to the gravitational field and under constant and accelerated angular motion conditions. The MEMS devices to be tested are small and light, approximately the size of a thumbnail, and therefore do not impose heavy loading requirements. All power, digital, and signal lines shall be required to test the devices and shall be supplied through slip rings.
2. REQUIRED SPECIFICATIONS:
a. Shall have a position accuracy of at least ±30 arc sec on both axes with a repeatability of
20 arc sec.
b. The rotation rate shall be controllable up to a minimum of 1,000 degrees per second on the inner axis and 200 degrees per second on the outer axis with a stability of at least 0.001% over 360 degrees.
c. The rotational acceleration shall be controllable up to at least 3,000 deg/sec2 on the inner axis and 1,000 deg/sec2 on the outer axis.
d. Shall have unlimited angular freedom, meaning that the device under test can be rotated continuously without restriction.
e. Shall be capable of operating with test device mass loading of up to 15 kg or more.
f. The size shall not to exceed a 50 inch cube.
g. Shall be controllable using a PC windows computer and LabView software.
h. Shall have slip rings for signal I/O and power for at least 20 lines and capable of supporting a minimum of 10 digital lines capable of supporting I2C communication protocols (high speed 3Mbit/s) and SPI communication protocols (clock rate of 100MHz), 7 analog lines capable of 10V 400mA 100kHz, and 3 power/ground lines capable of supporting 10V 1A.
i. Instrument shall be powered using single phase 115/240 VAC ± 10%, 50-60 Hz, 15A.
j. The system must be controllable with the Labview Software Interface to meet performance requirements.
k. The system shall include an operator’s manual describing operation, care and calibration for the offered system.
