All offerors shall provide a quotation for the following line item: (All equipment must be new.

Used, refurbished, prototype, or remanufactured will not be considered for award).

BACKGROUND:

The National Institute of Standards and Technology (NIST), Physical Measurement Laboratory, sensor Science division, Optical Radiation Group maintains, improves, and disseminates the national scales for the candela (SI base unit), spectral responsivity, reflectance, transmission, color, and appearance. Staff participate in national and international committees and inter-comparisons to ensure the acceptance of US radiometric, photometric, colorimetric, and spectrophotometric standards and measurements. The Group also develops protocols for the calibration and validation of optical remote sensing instruments, performs long-term research, and maintains the infrastructure necessary to ensure the advancement of radiometry, photometry, colorimetry, and spectrophotometry measurement technology.

NIST has utilized a photometry bench for many years to perform calibrations for absolute outputs of light sources and for responsivities of various photometers and detectors (see attached SP250).

Increased demands on our calibration services have motivated us to build a new Photometry Bench to improve measurement quality, extend our capabilities, and increase automation.

This acquisition is for a Photometry Bench.

The Contractor shall provide a Firm Fixed Price quotation for the following Contract Line Items (CLIN):

CLIN Descriptions:

(CLIN) Contract Line Item 0001 – Photometry Bench;

The basic configuration of the new Photometry Bench we envision is shown in the attached drawing No. 1, where the dimensions of the laboratory is shown. The new, T-shaped Photometry Bench (shown in gold) is mainly composed of a long base and a short base. The long base is for installing a long rail system for moving a carriage that is used to mount a Photometer translation stage with 0.8 m travel (shown in blue). The short base, oriented perpendicular to the long base is used to mount a Source translation stage with 1.5 m travel (shown in blue). The dimensions of Photometer stage and Source stage are shown in the attached Drawings No. 2 and No. 3, respectively. Note, NIST already purchased the Photometer Stage, the Source Stage, their motor drivers, and software. The load capacity of the NIST laboratory floor is 200 lbs.

The new Photometry bench shall meet the minimum requirements below:

1. The long rail system shall provide motion for the moving carriage with the Photometer Stage along the direction intersecting the Source Stage with a range of at least 5 m.

2. The 5 m motion shall be provided by a ball screw to provide vibration-free positioning and to simply the cable management.

3. The ball screw shall be covered to avoid oil contamination to the laboratory.

4. The moving carriage with the Photometer Stage shall have a maximum speed of at least 3 cm/s.

5. The maximum width of the long base shall not exceed 0.80 meter for easy accessing to the central working area.

6. The long base shall be extended by approximately 300 mm beyond the end of the range of travel as indicated by the red rectangle in the attached drawing No. 1. The extended area shall have a M6, 25 mm x 25 mm metric hole pattern for mounting standstill alignment lasers and telescopes. A standard optical breadboard may be used.

7. The load capacity of the moving carriage for mounting the Photometer Stage is greater than 750 lbs.

8. An absolute linear encoder for the 5 m rail system is required.

9. The position of the moving carriage with the Photometer Stage shall be measured over the whole range of 5 m motion with an uncertainty of +/- 50 micrometers or 5 parts in 105, whichever is larger.

10. The positioning repeatability of the moving carriage shall be better than +/- 100 micrometers.

11. The optical axis is defined as a line parallel to the direction of the 5 m travel, and having a height of 1.4 m above the laboratory floor. We plan to mount a photometer on the Photometer Stage and a source on the Source Stage, both aligned on the optical axis. We require the photometer alignment to remain within +/-500 micrometers of the optical axis at all points along the distance of travel. We also require the distance error between the photometer and source resulting from the roll, pitch, and yaw, of the moving carriage to be within +/- 50 micrometers at all positions along the distance of travel. Both of these requirements refer to a stationary status, not during motion.

12. The position specifications shall be maintained over a temperature range of 25 °C +/- 1.5 °C.

13. The load capacity of the short base for supporting the Source Stage shall be greater than 900 lbs.

14. The short base shall be long enough to encompass the Source Stage (with 2 m long mounting base) plus a 1.8 m long breadboard mounted on the stage that travels over the range +/- 0.75 m.

15. The short base shall be extended at both ends by at least 400 mm beyond the end of the range of travel as indicated by the red rectangles in the attached Drawing No. 1. The extended area shall have a M6, 25 mm x 25 mm metric hole pattern for mounting standstill alignment lasers and telescopes. A standard optical breadboard may be used.

16. The short base shall be extended by 800 mm x 800 mm in the middle as indicated by the red rectangle in the attached Drawing No. 1. The extended area shall have a M6, 25 mm x 25 mm metric hole pattern for mounting a standstill light trap, alignment laser, and alignment telescope. A standard optical breadboard may be used.

17. The top mounting surfaces of the Photometer Stage and the Source Stage of the Photometry bench shall be approximately 0.7 m high above the laboratory floor.

18. The Photometer Stage shall be able to move within 1 cm of the Source Stage.

19. The motion control system for the 5 m rail system shall utilize Aerotech motor, Aerotech

Ensemble HPE Series PWM digital motor drivers and LabVIEW software so that it is compatible with the existing Aerotech Photometer Stage and Source Stage. Note, NIST has also purchased Aerotech Ensemble HPE Series PWM digital motor drivers and LabVIEW software for the Photometer Stage and Source Stage. No additional controller is needed for the integration of all three motion systems.

20. All the motions shall be controlled by LabVIEW programs.

21. The system shall manage at least 3 AC power cords, 5 x USB cables, 1 Ethernet cable, and one GPIB cable attached to the Photometer Stage; The cable management system shall be hidden below the rails so that it does not affect access to the Photometry bench from every side of the long base and short base.

22. The Photometry bench shall include five removable lightweight breadboards that can slide on the two rails and can be removed easily.

23. The removable breadboard shall be automatically centered using the two rails and is lockable at any location along the entire 5 m travel.

24. Position of the removable breadboard should be repeatable within +/- 1 mm if possible.

25. The breadboards shall have a standard metric hole pattern.

26. The length of the Photometry bench shall not exceed 7 m, and the width of the Photometer bench shall not exceed 4 m.

27. The Photometry bench shall have mounting holes (or other means) along each side of the long and short bases for mounting small breadboards and other brackets.

28. All mounting holes and screws of the Photometry bench shall be standard metric.

29. The entire system shall be transportable to an upper floor laboratory by the manufacturer using only an elevator measuring 87” wide by 96” high by 60” deep with a door measuring 59” wide by 90” high and a stairwell capable of accommodating long thin semi-flexible objects, like rails and encoders, up to 6 m long.

30. The complete Photometry bench including the Photometer Stage and Source Stage shall be installed onsite by the manufacturer in a condition ready for acceptance testing. During the installation both Photometer Stage and Source Stage shall be aligned so that their motions are at 90 degrees ± 10 arc-seconds to the direction of 5 m rail system.
