FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT

ACTION CODE: SPECIAL NOTICE

CLASSIFICATION CODE: 66 – Instruments and Laboratory Equipment

SUBJECT: Benchtop Low Resolution Nuclear Magnetic Resonance Spectrometer

SOLICITATION NUMBER: NB646000-16-02921

RESPONSE DATE: 8:00 AM ET, 5/23/2016

DESCRIPTION:

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Magritek, Inc., located at 6440 Lusk Blvd. Ste. 108, San Diego, CA 92121-2762 to provide a benchtop low-resolution nuclear magnetic resonance (NMR) spectrometer.

The sole source justification is based on the following: To meet the mission requirements, NIST has the need to acquire a low-resolution NMR spectrometer that is 100% cryogen-free (containing a permanent magnet), self-contained in a single unit (that contains both the magnet and spectrometer), and portable. The portability of the single unit is defined as being completely transportable without any additional shipping crating and/or packaging, and can be transported by a standard-sized vehicle. The entire unit should have a weight less than 65 kg, and must be able to fit on top of a standard laboratory bench. In addition, the unit must meet minimum critical performance specifications, namely the use standard 5 mm NMR tubes, a proton line width < 0.7 Hz at 50% peak height, a proton signal/noise (S/N) ratio of greater than 10:1 for a 0.1% ethylbenzene in chloroform-d standard sample in a single scan/pulse, 1D proton (1H), 1D carbon (13C), 1D fluorine (19F), 2D proton-proton correlation spectroscopy (COSY), 2D proton-carbon heteronuclear correlation spectroscopies (including HSQC and HMBC), 2D J-resolved spectroscopy, T1 and T2 experiments, DEPT edited carbon, automated shimming, integrated field frequency lock to permit analysis with non-deuterated solvents, field drift rate of 1 Hz per hour or less, operate with a standard laboratory power supply (110V), operate within in portable mode using a UPS (e.g. 12 V marine battery).

Market research was performed using internet searches and posting of a Sources Sought notice to FBO.gov under posting #NB646000-16-02921 on 4/26/2016. No manufacturers, other than Magritek, Inc. were identified that manufacture an instrument meeting all of the technical requirements.

Given these facts, the preferred vendor Magritek, Inc., is the only source reasonably available to provide the benchtop low-resolution NMR spectrometer.

The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 334516 with a size standard of 1,000 employees.

No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses from vendors who can adequately demonstrate that are capable of fulfilling the requirements described herein received by 8:00 AM ET on 5/23/2016, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
