The associated North American Industrial Classification System (NAICS) code for this procurement is 541519 – Other Computer Related Services. The small business size standard is

Background Information
The National Institute of Standards and Technology (NIST) has an installed base of IBM software and hardware, which provides computing services in support of NIST’s mission.
NIST requires support for its hardware and software components to ensure continued and optimal use of the respective hardware and software licenses. See below for the brand name only justification for IBM.
The use of IBM is necessary due to its legacy integration into existing systems at NIST that are essential for the continued operation of NIST’s central IT services. IBM hardware and software products are a key component of NIST’s current enterprise IT architecture as defined in the
NIST Technology Reference Model for Central IT Services. Failure to renew the maintenance/support would result in the inability to serve information to NIST web sites from
NIST databases. IBM and its authorized business partners are the only sources that maintain the proprietary knowledge, software, and hardware required to provide the required service.
