PAGE 10 OF 47 SB1341-16-RP-0017
9) EVALUATION & AWARD : The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The contracting officer intends on awarding without discussions. The Government, however, reserves the right to conduct discussions if deemed in its best interest.
10) EVALUATION CRITERIA:
Technical Evaluation Factors
Sub-factor A – Authorized Manufacturer Reseller Offeror shall provide current documents from the UPS manufacturers listed on Attachment A, that they are authorized to resell the service plans. Per the PWS, NIST requires the preventative and emergency maintenance service plans to be Original Equipment Manufacturer (OEM). If offeror proposes to subcontract this factor, then the offeror must still submit documents from the manufacturer that state their subcontractor(s) are authorized resellers of the service plans. Offeror shall also submit a copy of each of the OEM maintenance checklists for review.
Sub-factor B – Experience Offeror shall submit at least five (5) UPS Preventative and Maintenance projects within the past five (5) years that demonstrates experience in successfully executing this type of project. At a minimum, two (2) of the projects shall be similar in size and scope to this solicitation.
Sub-factor C – Project Management Plan Offeror shall submit a project management plan which details the offeror’s ability to manage and execute a complex preventative maintenance contract with critical deadlines and significant operational risks as specified in the performance work statement. Offeror must also complete the two (2) sample call outs as detailed in the statement of work.
Sub-factor D – Personnel Qualifications Offeror shall submit the qualifications, years of experience, and certifications of any and all proposed Project Manager(s) or Field Supervisor(s) expected to work under the contract to assess their ability to successfully complete this requirement. The proposed Project Manager(s) or Field Supervisor(s) for the contract must have successfully managed two projects similar in size and scope to this requirement.
Past Performance
This factor will be evaluated on the basis of information obtained concerning the Offerors’ performance on relevant UPS maintenance contracts similar in scope and complexity, and within the last 5 years. Offerors without any past performance, or evaluations from references with contracts that are not similar to this solicitation shall receive a neutral rating.
Use Attachment E for past performance evaluations.
PAGE 11 OF 47 SB1341-16-RP-0017
Evaluations from references must be sent directly to michelle.dacanay@nist.gov by the proposal due date, and must reference the solicitation number. Ones submitted by the offeror shall not be evaluated.
Offerors are to note that, in conducting this evaluation, the Government reserves the right to use both data provided by the Offeror and data obtained from other sources, including, but not limited to: Contractor Performance Assessment Reporting Systems (CPARS), or similar systems of other Government departments and agencies; interviews within NIST if offeror holds/held previous contracts; interviews with program managers and Contracting Officers, and other sources known to the Government, including commercial sources. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror will be evaluated neither favorably nor unfavorably.
Price
Price will not be evaluated other than to ensure price reasonableness and determine availability of funds. The Government may use various price analysis techniques and procedures to make a price reasonableness determination.
Basis of Award
For purposes of this solicitation, offerors will be rated technically, based on the overall rating levels. When combined, technical evaluation factors and past performance (non-price factors) are more important than price. When evaluated, as non-price factor ratings become more equal among competing proposals, price becomes more important. The Government is not obligated to award to the highest technical proposal or the lowest priced proposal. The selection will be made on the proposal having the best overall value to the Government.
The Government intends to award a single contract as the result of this solicitation. Offers that do not address all requirements specified in this solicitation will not be considered further for award.

. 2 STATEMENT OF WORK
ऀऀPreventative Maintenance Contract for ऀ NIST UPS Systems ऀBuildings 215, 216, 217, 218, 219 & 235
Project:ऀPROVIDE NIST WITH TURNKEY PARTS AND LABOR SERVICE AGREEMENTS
ON TWENTY (20) UPS SYSTEMS
LOCATION:ऀNIST, Gaithersburg, MD - Buildings 215,216,217,218,219, & 235
Contracting Officer Representative (COR): ऀKen Bishop
Background:
The National Institute of Standards and Technology (NIST) has several small to medium sized UPS systems installed in the locations indicated above that supply uninterrupted clean power to critical loads on campus. The purpose of these systems is to provide power long enough to permit a controlled shut down in the unlikely event of a total loss of utility power. These systems have had a continuous preventative maintenance program since their original purchase date.
NIST is seeking a qualified contractor to award a new “Firm Fixed Price” contract for a period of one base year, and four (4) option years.
Scope:
The UPS systems require preventative and emergency maintenance service plans. The service plans must be Original Equipment Manufacturer (OEM) and the work performed on the equipment must be performed by OEM factory trained personnel. Preventative maintenance must be performed on a semi-annual basis, of which all work must be performed by authorized factory level engineers. Since NIST has more than one manufacturer represented in this contract, the contractor will be required to have credentials from each different manufacturer certifying their existing relationship/authorization to sell services that they perform. If offeror intends to subcontract a select manufacturer, then they must be required to show the same authorization with the manufacturer as well. All parts replacement, and design modifications, must be performed by OEM factory trained personnel, and will use only factory OEM equipment. OEM service plans must include semi-annual preventative maintenance, emergency service calls and routine service calls. See attachment B, UPS Scope for Preventative Maintenance, for further details.
Task:
This solicitation requires services to be performed on the UPS systems, identified by building location, manufacturer, model, PAGE 13 OF 47 SB1341-16-RP-0017 and serial number in Attachment A. The proposal shall provide line item pricing detailing total charges per Attachment A. The contractor shall provide all personnel, labor, equipment, supplies, transportation, tools, materials, technical data/manuals, expertise, supervision, and all services necessary to perform as defined in this Statement of Work (SOW) except for those items specified as Government furnished property and services.
The batteries for the UPS systems shall not be purchased and installed through this contract. If a UPS system is removed from service during the period of performance for the contract, it shall be removed from the UPS inventory list that shall require the preventative maintenance plan. An UPS system may be removed at any time during the period of performance. When exercising the option years, the contractor shall submit a new total dollar value for the remaining UPS systems that require maintenance plans.
The service plans for the UPS systems shall include two preventative maintenance checks annually that shall include labor, parts and materials, excluding batteries, as detailed in Attachment B. The first preventative maintenance check shall be completed no later than 60 calendar days from award of contract.
The offeror shall provide the COR with a report of the maintenance check sent via email no later than 10 calendar days from the completion of service. The report shall detail at a minimum the OEM checklist items, with recorded results.
Results shall be accompanied with any needed repairs that may have been discovered, as well as recommended course of action and expected date of completion. A sample checklist from each
PAGE 14 OF 47 SB1341-16-RP-0017
different OEM plan shall be submitted for review at time of bid response.
The offeror shall complete two (2) separate sample calls, titled Sample Call Out 1, and Sample Call Out 2 (attachments C and D). These sample call outs provide two different scenarios that describe two separate UPS systems. For both sample call outs, the offeror is to consider the descriptions of each event as complete and shall provide documentation that describes in detail, the process of completing the task from the moment of notification, to the successful completion. The document shall describe the project team members and their specific roles, and the response times that the Government can expect. The offeror shall also create a sample invoice of detailed charges that will represent its labor rates, minimum call out charges, travel costs if applicable. These Exercises will be used as a vehicle to afford all offerors an opportunity to compete in a fair and open environment.
Response Times:
The Contractor shall respond to Emergency, or Routine service calls in the following manner:
Emergency: An inability to supply voltage, or apply backup power to the common buss, as a result of a malfunctioning part, or bypass switch. Response time to have a mechanic onsite with truck and tools necessary to perform work: FOUR (4) HOURS.
Routine: Any irregularity or failure code that is generating an alarm condition, or otherwise causing the system to not perform to its’ full potei justntial: TWO (2) DAYS.
Offeror shall provide in full detail, the steps that they will use in their internal callout notification procedures, both during and out of normal hours.
Deliverables:
PAGE 15 OF 47 SB1341-16-RP-0017
The Contractor shall deliver a detailed “Safety and Health Plan” to the COR no later than 15 calendar days after award of contract.
The Contractor shall deliver all maintenance reports to the COR. These reports will describe each UPS by manufacturer, model and serial number, current voltage readings, and any deficiencies that were discovered, along with recommendations for corrections and pricing for any areas found to be beyond the scope of the service plan.
Government Furnished Information:
The Government will provide the documentation for the contract, as necessary. The contractor shall be responsible to verify those documents against field conditions before starting the project.
The contractor shall notify the COR of any discrepancies found in field during the first walk through post award.
Quality Assurance:
The NIST COR shall periodically survey the work being performed, and may observe, at their discretion, system running and/or proper operations of bypass switches as applicable. The COR will review written reports of all preventative maintenance reports that are to be provided to NIST within 10 calendar days of completion.
Period of Performance:
The period of performance shall be one (1) base year and four (4) option periods of one year each.
Location and Hours:
All work shall be performed between hours of operation for the listed location and shall commence no earlier than 7:00 AM /MST and continue no later than 5:00 pm MST, Monday through Friday (excluding federally recognized holidays), or as agreed upon between the Contractor and the Contracting Officer Representative. There shall be no work scheduled on weekends without approval by the Contracting Officer. Federally recognized holidays can be found online at: http://www.opm.gov/fedhol/index.asp
