STATEMENT OF WORK

Rubber Process Analyzer

I. BACKGROUND INFORMATION

The Security Technologies Group within the Materials Measurement Science Division develops measurement science in support of performance-based standards for technologies used by law enforcement, corrections, emergency response, and the military; and advances these technologies to support the needs of these stakeholders. One of our research focus areas involves metrology for body armor systems and ballistic-resistant materials. Ballistic witness materials (BWMs) are commonly used as a backing support for body armor systems undergoing tests, and the mechanical/rheological properties of the BWMs need to be determined. The inherent stiffness of BWMs present unique mechanical/rheological measurement challenges. Rubber Process Analyzers (RPAs), typically used in the rubber industry, are significantly stiffer (lower compliance) than conventional rheometers and have the ability to measure relevant material properties at significantly higher torques. Furthermore RPAs do not require BWMs to be preheated prior to loading, allowing researchers to more appropriately match real world usage.

II. SPECIFICATIONS

The Contractor shall provide one (1) Rubber Process Analyzer system for mechanical measurements of ballistic witness materials. The system shall meet the following minimum technical requirements:

System Requirements:

· Benchtop strain-controlled Rubber Process Analyzer (≤ 1 m width, ≤ 1 m depth, ≤ 2.1 m, height, and ≤ 350 kg mass)

· Sinusoidal oscillatory strain input

· Separate motor and transducer for strain input and stress measurement (stress measured independently of the applied shear deformation)

· Torque measurement range: 0.02 N·m to 20 N·m

· Frequency range: 0.001 Hz to 50 Hz

· Strain range: ± 0.07 % to ± 5000 %

· Amplitude range: ± 0.005 to ± 360

· Temperature range: 20 C to 230 C

· Temperature ramp rate: not less than 1.0 C/s (heating)

· Sample geometry: sealed biconical closed system; test chamber gap 0.45 mm to 0.48 mm, with an enclosed volume of approximately 4.5 cm3

· Sample pressure (axial): adjustable from 0 kPa to 5000 kPa

· Capability to record the following types of timeresolved data: torque, temperature, frequency, amplitude/strain, sample pressure/axial force, motor displacement, strain, strain rate, stress

· Small Amplitude Oscillatory Shear (SAOS) data calculated and recorded: G', G", G*, S', S", S*, tan(δ),η', η", η*

· Capability to save elastic and viscous LissajousBowditch curves for all oscillatory experiments.

· Large Amplitude Oscillatory Shear (LAOS) data calculated and recorded: either FT-Rheology (nth order harmonics, sin form of stress wave (In)) or MITlaos (nth order Chebyshev polynomials (S and T)).

· User-specified control of parameters related to test conditions, data acquisition, and data analysis, including but not limited to time, strain, number of cycles (oscillatory), delay cycles (oscillatory), delay time (oscillatory), equilibration time (transient), acquisition time (transient), frequency (oscillatory), temperature, temperature ramp.

· Capability to export all data to at least one of the following formats: ASCII text, CSV, or MS Excel (xlsx).

· Contractor shall provide software and 5 workstation/user licenses for installation and the usage of control and analysis software.

· Contractor shall provide one (1) copy of an operations and maintenance manual(s), in English, and in hard copy or electronic format. The manual(s) shall cover proper operation, routine maintenance, and troubleshooting for the instrument and controlling software.

Installation The Contractor shall install the instrument and all associated components in Building 220, Room B215, at NIST Gaithersburg, MD. Installation shall include, at a minimum, uncrating/unpackaging of all equipment, set-up and hook-up of all equipment, including one installation of the control and analysis software on the government’s computer, start-up, and demonstration of all required specifications. Qualified personnel shall install the system and perform all activities necessary to ensure that the system is fully functional and meets all required specifications. Installation shall take place during normal business hours, between 8:30 am and 5:00 pm Eastern Time, Monday through Friday except Federal Holidays and shall be coordinated with the NIST Technical Point of Contact (TPOC).

Warranty The Contractor shall include a warranty that includes, at a minimum, all of the following:

· All parts, materials, and labor for the analytical instrument.

· Control and analysis software compatible with Windows 7 and updated to be compatible as security fixes are released for Windows 7.

· Software and firmware updates that address, but are not necessarily limited to addressing bug fixes and new or improved features.

· Telephone technical support for the system. Telephone technical support shall be available with a maximum response time of one business day between the hours of 8:30 am and 5:00 pm Eastern Time, Monday through Friday for those days that the federal government is open for business. Telephone support shall include response to questions about operating practices, application use, and service issues that can be diagnosed and resolved over the telephone.

The warranty shall cover a period of one (1) year and shall commence upon successful completion of delivery, installation, training, and demonstration of all required specifications.

Training The Contractor shall provide four hours of training at NIST, Gaithersburg, MD, for up to four NIST personnel covering normal operation, troubleshooting, and routine maintenance of the instrument. Training shall be provided during normal business hours, between 8:30 am and 5:00 pm Eastern Time, Monday through Friday, except Federal Holidays and shall be coordinated with the NIST Technical Point of Contact (TPOC) to ensure maximum availability of NIST personnel. The training may be completed on-site at NIST immediately after installation and demonstration of the specifications if arrangements are made through the TPOC prior to installation.

IV. PERFORMANCE REQUIREMENT SUMMARY

The Contractor shall demonstrate that all performance standards have been met.

V. GENERAL INFORMATION

Safety: The Contractor employee shall be responsible for knowing and complying with NIST installation safety prevention regulations. Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.

Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID, proof of insurance and current registration must be presented to the NIST Security Office, at which time a NIST vehicle pass will be issued. The pass shall be displayed in accordance with the NIST Security Office instructions. The Contractor employee shall follow NIST procedures for removal and turn-in of the vehicle pass upon termination of services under this contract.

OPTION LINE ITEMS

Software Maintenance and Telephone Support Option

The Contractor shall provide telephone support and software maintenance for three (3) one-year option periods after the warranty expires. The minimum requirements for the maintenance and telephone support are as follows:

Software Maintenance The Contractor shall provide all available software and firmware updates that address, but are not necessarily limited to addressing, bug fixes and new or improved features.

The Contractor shall provide updates to the control and analysis software so that it remains compatible with Windows 7 as security fixes are released for Windows 7.

Telephone Support The Contractor shall provide telephone support for the Rubber Process Analyzer system.

· Telephone technical support shall be available with a response time of one business day or less between the hours of 8:30 am and 5:00 pm Eastern Time, Monday through Friday for those days that the federal government is open for business.

· Telephone support shall include response to questions about operating practices, application use, and service issues that can be diagnosed and resolved over the telephone.
