STATEMENT OF WORK

Dynamic Mechanical Analyzer

I. SPECIFICATIONS

The Contractor shall provide one (1) TA Instruments, Model RSA G2, analytical instrument system that meets the minimum requirements listed below. The Contractor shall deliver and install the instrument, provide training, and a warranty as described below.

Requirements:

· Instrument shall be compatible with existing equipment at NIST: ARES-G2 and DMA Q800, both manufactured by TA Instruments. Areas of compatibility include but are not limited to:

· Compatibility of shared cooling systems with existing ARES-G2 system. Compatibility is to include the following: Physical connection point for new system must accept the hose and fittings from the ARES-G2 cooling system. Liquid nitrogen feed is electronically controlled through a feedback loop between the instrument and the cooler controller. These connections must be compatible and able to “talk” with each other such that temperature control of the experiment can be achieved. NIST has an existing LN2 cooler system for the ARES-G2, which provides for subambient temperature control (minimum -150 °C) on each instrument. It is not required that both instruments run simultaneously.

· Compatibility of supplied mechanical cooler systems for use with the ARES-G2 and DMA Q800, for subambient cooling to a minimum temperature of -90 °C. Compatibility is to include the following: Physical connection point for ARES-G2 system must accept the hose and fittings from the new instrument cooling system. Cooling feed is electronically controlled through a feedback loop between the instrument and the cooler controller. These connections must be compatible and able to “talk” with each other such that temperature control of the experiment can be achieved.

· Compatibility of instrument software control and/or data analysis with the ARES-G2 and the DMA Q800. Compatibility is to include the following: instrument control software must be capable of simultaneous control of the new instrument, the ARES-G2, and the DMA Q800. Data analysis software must be capable of analyzing output files from all three instruments.

· Minimum force of 0.0005 N or less.

· Maximum force of 35 N.

· Force resolution of 0.00001 N or less.

· Displacement range of ± 0.00005 mm to ± 1.5 mm or wider

· Displacement resolution of 1 nm or better.

· Capable of measuring moduli in the range of 103 to 1012 Pa or wider with precision of ± 1 %.

· Tan delta sensitivity 0.0001 or smaller with resolution of 0.00001 or smaller.

· Frequency range of 2 x10-5 to 100 Hz or wider.

· Temperature range of -90 to 600 °C or wider

· Sample viewing port in temperature chamber that provides view of sample at all temperatures.

· Heating and cooling rates of 0.1 °C/min or slower to 60 °C/min or faster.

· Isothermal temperature stability of ± 0.1 °C or smaller.

· Clamps to perform testing in the following modes: three-point bend (range of 10, 25, 40 mm), film/fiber tension, dual (up to 35 mm long) and single cantilever, shear sandwich, and compression.

· Capability to export all measured, recorded, raw, and calculated data to any of the following formats: ASCII text, CSV, or MS Excel (xlsx).

· ≥ 5 workstation/user installs and usage of control and analysis software in the government’s possession in perpetuity without incurring additional software licensing fees.

· The system is required to have a single point of hardware communication to the controlling computer.

· The system is required to have a single software package that controls the Dynamic Mechanical Thermal Analyzer.

· Software compensates for clamp dimension changes with temperature

· Capability to perform temperature sweeps, strain sweeps, frequency sweep, temperature ramp, dynamic mechanical analysis, creep testing, stress relaxation, iso-stress, iso-strain, and axial testing in either strain (linear or Hencky) or stress control.

· The system shall include an operations and maintenance manual covering proper operation, routine maintenance, and troubleshooting for the instrument and controlling software

· Provide one (1) copy of manual in electronic format.

Installation:

The Contractor shall install the instrument and all associated components in Building 220, Room B215, at NIST Gaithersburg, MD. Installation shall include, at a minimum, uncrating/unpackaging of all equipment, set-up and hook-up of all equipment, start-up, and demonstration of all required specifications. Qualified personnel shall install the system and perform all activities necessary to ensure that the system is fully functional and meets all required specifications. Installation will take place during normal business hours, between 8:30 am and 5:00 pm Eastern Time, Monday through Friday except Federal Holidays, and will be coordinated with the NIST Technical Point of Contact (TPOC). Installation shall occur within 90 days of award.

Warranty:

The Contractor shall include a warranty that has as a minimum:

· All parts, materials and labor for the analytical instrument.

· Control and analysis software compatible with Windows 7 and updated to be compatible as security fixes are released for Windows 7.

· Software and firmware updates that address, but are not necessarily limited to addressing, bug fixes and new or improved features.

· Telephone technical support for the system.

· Telephone technical support shall be available with a response time of one business day or less between the hours of 8:00 am and 4:30 pm Eastern Time, Monday through Friday.

· Telephone support shall include response to questions about operating practices, application use, and service issues that can be diagnosed and resolved over the telephone.

The warranty shall start after the Contractor has successfully demonstrated that all of the manufacturer’s specifications were met and shall cover a period of at least one (1) year.

Training:

The Contractor shall provide training at NIST for up to six (6) NIST personnel covering normal operation, troubleshooting, and routine maintenance. Training shall be provided during normal business hours, between 8:30 am and 5:00 pm Eastern Time, Monday through Friday, except Federal Holidays, and must be coordinated with the NIST Technical Point of Contact (TPOC) to ensure maximum availability of NIST personnel. Training shall occur not later than 30 days of installation.

Inspection and Acceptance:

The government will ensure the function of the system by performing transient tensile testing experiments on para-aramid fiber, and temperature-frequency sweeps on polyethylene fiber.

A representative from the vendor may attend the testing at the vendor’s expense.
