The associated North American Industrial Classification System (NAICS) code for this procurement is 333314 with a small business size standard of 500 employees. This requirement is unrestricted and all interested Offerors may submit a quotation.

All Offerors shall provide a quotation for the following line item:

Line Item 0001: Two (2) Fianium SC400-4 Supercontinuum Laser Sources, or EQUAL

Introduction

The contractor shall furnish the necessary personnel, material, equipment, and services to fabricate and deliver two supercontinuum laser sources.

Background

The National Institute of Standards and Technology (NIST)/Center for Nanoscale Science and

Technology (CNST) enables science and industry by providing essential measurement methods, instrumentation, and standards to support all phases of nanotechnology development, from discovery to production. The Nanofabrication Research Group within the CNST is currently conducting several optical spectroscopy and microscopy measurements that require the use of a high-power, broad spectrum supercontinuum laser. A second identical system is required for future planned experiments. It is required that these two systems be identical, so that they can be used interchangeably in case of malfunctions, and that current and future experiment automation software work identically on both systems.

Line Item 0001: Quantity two (2) Fianium SC400-4 Supercontinuum Laser Sources, or

EQUAL, meeting or exceeding the following salient characteristics.

This is a brand name or equal requirement. Brand name or equal description is intended to be descriptive, but not restrictive and is to indicate the quality and characteristic of products that will be considered satisfactory to meet the agency’s requirement.

All items must be new. Prototypes, demonstration models, used or refurbished instruments will not be considered for award.

Salient Characteristics:

1) System shall be a broadband supercontinuum fiber laser source with an output that is a single spatial mode across its entire output spectrum.

2) Total power across the full supercontinuum spectrum shall be at least 4 Watts

3) Total power in the 400 nm to 850 nm wavelength range shall be equal or superior to 800 mW

4) Spectral range shall include the region between 400 nm and 2200 nm (or wider). Systems with larger spectral coverage towards the blue-UV end of the spectrum will be given preference

5) Spectral power density in the region between 400 nm and 2000 nm shall be greater than 1.0 mW/nm

6) Preference will be given to systems where the amplitude of the spectral emission spike around 425 nm - 475 nm (typical of such systems) is comparable to desired average spectral power density (approx. 1-2 mW / nm) – thereby producing a flatter spectral output

7) Fundamental repetition rate shall be 20 MHz or greater

8) Fundamental pulse width shall be less than 10 ps

9) System shall come with an output beam collimator

10) System shall have two synchronization (sync) trigger outputs, one that is NIM or TTL compatible, and one that is a monitor photodiode for the oscillator

11) The NIM or TTL compatible trigger output shall have a timing jitter that is less than 50 ps

12) The system shall provide adjustable trigger delay capability, with at least up to 8 ns total delay possible, with a resolution better than 20 ps.

13) System shall be controllable either directly from the front panel (e.g., through a touchscreen interface) or a computer via USB, Ethernet, or GPIB.

14) System shall be complete, and not require any additional control electronics or cooling

15) System shall not require any user optical alignment for generation of the supercontinuum

Trade-In

NIST is offering for trade in its existing Fianium SC-450 laser, NIST property tag 632436, which is currently in inoperable condition. Offerors interested in taking the laser as a trade-in, giving credit against the price of the new lasers quoted, shall indicate the credit as a line item on their price quotation.

Express Warranty

The Contractor shall provide a minimum one year warranty.

Inspection and Acceptance

An inspection period of thirty days is required for these instruments.

Delivery

FOB Destination delivery terms are required, and shall take place in accordance with the

Contractor’s commercial schedule.

FOB Destination: The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. Offeror shall list exception(s) and rationale for the exception(s)

Note: This procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an Offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price.

However, the terms and conditions stated herein will be included in any resultant Purchase

Order, not the terms and conditions of the Offeror’s FSS or GWAC contract, and the statement required above shall be included in the quotation.

QUOTATION EVALUATION:

Evaluation Factors

Award shall be made to the Offeror whose quotation offers the best value to the Government price and other factors considered. The Government will evaluate quotations based on the following evaluation criteria: 1) Technical capability factor “meeting or exceeding the requirement”, 2) Past performance, and 3) Price. Technical capability and past performance, when combined, are more important than price.

1) Technical Capability: All items must be new. Prototypes, demonstration models, used or refurbished equipment will not be considered for award. Evaluation of technical capability shall be based on the information provided in the quotation. NIST will evaluate whether the Offeror has demonstrated that its proposed equipment meets or exceeds all minimum requirements. Quotations that do not demonstrate the proposed equipment meets all requirements will not be considered further for award. If an Offeror does not indicate whether its proposed equipment meets a certain minimum requirement, NIST will determine that it does not. NIST will give stronger consideration to Offerors who demonstrate that their proposed equipment exceeds NIST’s requirements.

As noted in salient characteristic 6, preference will be given to systems where the amplitude of the spectral emission spike around 425 nm - 475 nm (typical of such systems) is comparable to desired average spectral power density (approx. 1-2 mW / nm) – thereby producing a flatter spectral output.

2) Past Performance: The Government will evaluate the Offeror's past performance information and, if appropriate, its proposed subcontractors' past performance to determine its relevance to the current requirement and the extent to which it demonstrates that the Offeror has successfully completed relevant contracts in the past five years. In assessing the Offeror's past performance information, NIST will evaluate, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management and customer satisfaction..

Evaluation of this factor will be based on information contained in the technical portion of the quotation and information provided by references. The Government will evaluate past performance information by contacting appropriate references, including NIST references, if applicable. The Government may also consider other available information in evaluating the

Offeror’s past performance. The Government will assign a neutral rating if the Offeror has no relevant past performance information.

3) Price: The Government will evaluate price for reasonableness.
