. 1 STATEMENT OF WORK
BACKGROUND
The National Institute of Standards and Technology (NIST) include two (2) Directorates that utilize Canberra Industries detectors and digital signal analyzers (referred to as instruments in this Statement of Work) to support its mission. These Directorates are the
Material Measurement Laboratory (MML) and NIST Center for Neutron Research (NCNR).
The Material Measurement Laboratory is one of two metrology laboratories within the
National Institute of Standards and Technology (NIST). The laboratory supports the NIST mission by serving as the national reference laboratory for measurements in the chemical, biological and material sciences. Our activities range from fundamental and applied research on the composition, structure and properties of industrial, biological and environmental materials and processes, to the development and dissemination of tools including reference measurement procedures, certified reference materials, critically evaluated data, and best practice guides that help assure measurement quality. Our research and measurement services support areas of national importance, such as:
Advanced materials, from nanomaterials to structural steels to complex fluids
Electronics, from semiconductors to organic electronics
Energy, from characterization and performance of fossil and alternative fuels to next-generation renewable sources of energy
The environment, from the measurement of automotive exhaust emissions and other pollutants to assessment of climate change and the health and safety aspects of man-made nanomaterials
Food safety and nutrition, from contaminant monitoring to ensuring the accuracy of nutrition labels
Health care, from clinical diagnostics to tissue engineering and more efficient manufacturing of biologic drugs
Infrastructure, from assessing the country's aging bridges and pipelines to the quality of our drinking water
Manufacturing, from lightweight alloys for fuel-efficient automobiles to biomanufacturing and data for chemical manufacturing
Safety, security and forensics, from gunshot and explosive residue detection, to ensuring the performance of body armor materials, to DNA-based human identity testing
The Material Measurement Laboratory also coordinates the NIST-wide Standard Reference
Materials® (SRM) and Standard Reference Data programs, which include production, documentation, inventory, marketing, distribution and customer service.
The NIST Center for Neutron Research (NCNR) is part of the National Institute of
Standards and Technology (NIST) in Gaithersburg, Maryland. Its activities focus on providing neutron measurement capabilities to the U.S. research community. It is a national center for research using thermal and cold neutrons, offering its instrumentation for use by all qualified applicants. Many of its instruments rely on intense beams of cold neutrons emanating from an advanced liquid hydrogen moderator. The
NCNR mission is threefold:
To operate the NCNR safely as a cost-effective national resource.
To conduct a broad program of research using neutron techniques, and to develop and apply new neutron measurement techniques.

The Canberra Industries Corporation (hereafter referred to as Canberra) detectors and digital signal analyzers owned and used by MML and NCNR are described in Section II of this Statement of Work (SOW).
SCOPE OF WORK
The Contractor shall provide repair services for the Canberra instruments identified in
Table 1. Service shall be provided upon issuance of task orders by the Government. The
Government reserves the right to add Canberra detectors and digital signal analyzers to this requirement via a bilateral modification to the contract.
GENERAL REQUIREMENTS
The Contractor shall perform the specific requirements identified herein for the life of the contract upon issuance of task orders in accordance with the ordering process identified. Completion of task orders must result in the instrument performing within manufacturers’ specifications as identified in the most recent version of the operation and maintenance manual for each piece of equipment.
Task orders will identify the specific work required. Task orders will be issued on a firm fixed price or time and materials basis. The Government anticipates that the majority of task orders will be issued on a firm fixed price basis.
ORDERING PROCESS
Upon issuance of a task order, NIST will ship equipment to the Contractor at NIST’s expense and liability. It is anticipated that the first task order will be for diagnostic service. Upon receipt of the equipment, the Contractor shall evaluate the equipment, diagnose the problem(s), and provide a quotation. The quotation must include a breakdown of all costs associated with the repair(s). At a minimum, labor, the time for completion of the repair(s), storage charges for equipment (as appropriate), list of parts, and return shipping to NIST via FOB Destination shipping terms must be included in the quotation.
With respect to the required price breakdown:
Labor charges must include the labor category, number of hours, hourly rate and total amount;
Time for completion must include the number of days/weeks after receipt of a task order. This timeline must include the lead time for required parts;
Storage charges must include the price per day/week and the estimated number of days. Storage charges will only be paid by the Government for the timeline that covers the date the quotation is received by the Government through the date that the task order is issued for the repair. Storage charges will not be paid for equipment that will not be repaired;
The parts list must include the make and model of each part, quantity, unit of issue, unit price, applicable discount and total amount for each part;
FOB Destination shipping charges to return the equipment to NIST. The Contractor must package the equipment and maintain 100% responsibility for the return of the repaired equipment to NIST.
The complete quotation must be provided not later than five business days after the equipment is received by the Contractor. The quotation must be forwarded via email to the
Contracting Officer’s Representative (COR) and the Task Order Manager (TOM) identified in the task order.
Prices quoted must utilize prices negotiated in the base contract for the period in which the service will be performed.
The Government will review the quotation and determine whether or not a task order will be issued to complete the repair.
PAGE 7 OF 39 SB1341-15-RQ-0500
If the Government determines that a task order for repair WILL NOT be issued, the
Contracting Officer’s Representative (COR) will notify the Contractor in writing within ten days from receipt of the quotation. The Contractor shall ship the equipment back to
NIST not later than four days after the COR’s notification. NIST will be responsible for return shipping charges and maintain all liability for the return shipment of the equipment.
NIST will provide all required nomenclature to the Contractor for the shipment. The
Contractor must utilize the packaging material that the equipment arrived in and repackage the equipment in a manner that will minimize or eliminate the possibility of damage.
If the Government determines that a task order WILL be issued for the repair, the
Contractor shall securely store the equipment until a task order to repair the equipment is received. Every effort will be made for a task order to be issued by the NIST
Contracting Officer not later than 45 days after receipt of the Contractor’s quotation.
The task order will contain the make, model, serial number, and NIST property number of the equipment to be repaired, a description of the problem(s) identified, the required completion date for repair in accordance with the timeline identified in the quotation, the quotation number and/or date of the quotation to repair the equipment.
Work under each task order for repair is limited to the work identified in the task order and corresponding quotation. If, during the course of a repair, the Contractor identifies an issue with the equipment that is not covered by the task order, the Contractor must notify the COR and TOM in writing, via email, within 24 hours of identification of the issue. The COR and TOM will consult with the Contracting Officer to determine appropriate next steps.

(9) Acknowledgment of Solicitation Amendments;
(10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and
(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.
(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender`s request and expense, unless they are destroyed during preaward testing.
(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions or commercial items for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.
(f) Late submissions, modifications, revisions, and withdrawals of offers.
(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.
(2)
(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is late and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--
(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or
(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government`s control prior to the time set for receipt of offers; or
(C) If this solicitation is a request for proposals, it was the only proposal received.
(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.
(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.
(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
PAGE 11 OF 39 SB1341-15-RQ-0500
(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers. Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.
(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror`s initial offer should contain the offeror`s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.
(i) Availability of requirements documents cited in the solicitation.
