Amendment 0001 to RFQ SB1341-15-RQ-0104 Amendment 0001 to Request for Quotation (RFQ) SB1341-15-RQ-0104 Amendment 0001 to RFQ SB1341-15-RQ-0104 incorporates questions received in response to RFQ SB1341-15-RQ-0104. The questions respective answers are as follows:
Questions and Answers:
Industry Question 1: The RFQ request both certified documentation of the purity as well as a representative material sample. Would we need to additionally test and provide certification for the Boron and Gadolinium content or can we certify the Cadmium and submit the representative sample?
NIST Response to Question 1: Contractors shall provide a general material certification listing the material makeup of each lens and prism. NIST is concerned with MgF purity. Additional documentation concerning other materials is not necessary. Further testing for neutron transmission will be performed at NIST on the sample provided and NIST will verify conformance for the concentration of the other elements.
Industry Question 2: Will a request to extend the lead time be considered?
NIST Response to Question 2: The delivery schedule is hereby amended to six (6) months After Receipt of Order (ARO).
Industry Question 3: Are all five sides polished? Also for the flatness specifications which surface(s) need to meet the 1 wave flatness requirement?
NIST Response to Question 3: NIST assumes this question is regarding the required prisms, as the lenses do not have five (5) sides. No, all five (5) sides of the required prisms do not need to be polished. The two (2) sides of the required prisms that need to be polished and require the flatness to tolerance are the two (2) 50mm x 17.8mm faces. The triangular end faces and the hypotenuse face do not need to be polished or hold the flatness tolerance.
Industry Question 4: Are you accepting offers that include finished material produced and manufactured outside of the United States?
NIST Response to Question 4: NIST is opened to accepting offers from all interested parties that are capable of meeting the requirements and specifications stated within the Request for Quotation (RFQ).
Industry Questions 5: Will NIST consider any offered parts that are produced and manufactured outside of the United States as well as parts that are produce and manufactured within the United States should include those on one offer or should the quotation be split into two separate offers – one for domestic parts and one for foreign parts?
NIST Response to Question 5: Quotes submitted shall be inclusive of all products quoted.
Industry Question 6: Are you accepting offers for only one or the other item – the lenses or the prisms – and no bidding on the other?
NIST Response to Question 6: Please refer to Section III. Requirements of Attachment A – NIST NCNR Lenses and Prims Statement of Work and Drawings.
Industry Question 7: The solicitation mentions that representative samples are required for each part but it does not state when those representative samples need to be provided. These are not COTS parts and can require several weeks to fabricate. Can you please advise when you expect the representative samples to be submitted?
NIST Response to Question 7: Please refer to the Due Date for Quotations section of the combined synopsis/solicitation. NIST response to Question 10 extends the due date.
Industry Question 8: What are you looking for in a representative sample? Are you looking a small lump or chip to put in a mass spectrometer or are you looking for a polished sample to measure absorption?
NIST Response to Question 8: The sample will be used for neutron transmission measurements. No polishing or finishing is required for the representative sample.
Industry Question 9: Bi-Concave Lens: What is the TIR (Wedge) spec?
NIST Response to Question 9: The TIR (Wedge) spec is no more than point 2 millimeters.
Industry Question 10: Would NIST be open to extending the response date for the solicitation?
NIST Response to Question 10: The response date for quotations and the representative material sample is hereby extended to 3:00 p.m. Eastern Standard Time, Monday February 8, 2016.
