Statement of Work Testbed Implementation for Wide Area Monitoring and Measurement of the Power Grid;
Scalable Synchrophasors Communication Network Design
I. BACKGROUND
The Advanced Network Technology Division (ANTD) at the National Institute of Standards and Technology (NIST) is currently working to develop a wireless network for wide area measurement systems. Much work has been done to implement a real-time network testbed consisting of many Phasor Measurement Units (PMUs) located at various key substations. For a distributed generation this would require the deployment of PMU’s at critical locations, which implies accurate phase measurement with the support of a low delay, highly reliable network infrastructure. In the absence of such a network, the most cost-effective solution would be to consider a wireless network to support centralized control for situational awareness in the transmission as well as the distributed generation grid environment.
The objective of this project is to design a scalable Wireless LAN (WLAN) based network, such as IEEE 802.11, to assess network performance and requirements under real world conditions. The plan is to design and implement a network testbed that includes an emulation platform to support the Physical (PHY) and Medium Access Control (MAC) layers.
II. SCOPE OF WORK:
The Contractor shall implement an Emulab-based testbed consisting of a hierarchical network where the phasor information is transported to the final destination through different levels of PDC’s (Phasor Data Concentrators). The contractor shall also develop a high speed software package for data communication at the application layer based on the IEEE C37.118-part-II standard.
III. SPECIFIC TASKS
The Contractor shall be responsible for the project oversight, equipment, administration, and technical execution of this contract. The Contractor shall deliver a real-time simulation network testbed with the following specific tasks:
a. Develop a high speed simulation package for data communication at the application layer according to the IEEE C37.118 specifications
b. Implement the NIST proposed hierarchical synchrophasor network architecture
c. Design a multi-slot buffer PDC unit to enhance the computation speed for real-time operation
d. Implement a peer-to-peer data exchange that consists of the following messages:
i. Configuration (CFG) messages that includes CFG-1, CFG-2, and CFG-3
ii. Request data message
iii. Data message
iv. End of message
e. Test the IEEE C37.118 based software package to verify its operation in real-time
f. Develop the required interface software for importing the hierarchical network into the
Emulab platform
g. Expand the network by including 40 Emulab’s nodes
h. Develop the Medium Access Control (MAC) layer and Physical (PHY) layer for wireless access
i. Develop necessary interfaces to connect the PHY layer to the wireless channel
j. Design multihop routing protocols suitable for distribution generation feeder models
k. Develop the following distribution generation scenarios to assess the network in real-time
h. Implement power factor measurement schemes
i. Test the end-to-end communication system in real-time

VIII. PERFORMANCE REQUIREMENT SURVELLIANCE MATRIX
Desired Output Required Service Performance Standard
Monitoring Method
Continuous interaction between the Contractor and the Government during the course of the project.
Meeting between the contractor and COR on a weekly basis.
The Contractor will demonstrate step-by-step progress in developing the software package
NIST COR
monitoring the contractor productivities on a weekly basis.
In order to assess the performance of the Emulab based network under real world environments, it is essential to complete a high speed simulation software package for communication at the application layer where its real-time operation can be verified by using up to ten hierarchical levels.
Implement a synchrophasor network according to the IEEE
C37.118_II
specifications and measure delay and throughput performances under various use case scenarios where different network configurations are deployed.
The hierarchical network has the feature of scalability and therefore should be able to operate in real-time when a different number of hierarchical levels are deployed to measure network delay and throughput.
NIST COR
shall review the written report and determine its acceptability.
For an end-to-end communication it is essential that all the layers from the application to the physical can function properly in real-time. This would require developing necessary interfaces so that
The main requirement will be the soundness of the design for a network operation in real-time, especially when a large number of Emulab nodes (up to 40) are selected with a different
The complete design should include i) data communication at the application layer based on the C37.118 specifications
ii) MAC and PHY

layers implementation using Emulab nodes
ii) over the air interface to asses wireless communication under various channel conditions.
The network should be implemented according to the IEEE C37.118 data format version 2011 and then imported to the Emulab platform to test and measure the complete network in a distributed generation environment.
Verify the operation of the network in real-time that consists of a large number of Emulab nodes each representing a PMU or a PDC. The data format should be in compliance with the new version of the IEEE C37.118 standard.
The final report should be of high quality that can be submitted for publication at major IEEE conferences and journals related to mesh sensor networks
NIST COR
shall review the written report and determine its acceptability.
IX. MINIMUM CONTRACTOR QUALIFICATIONS
The tasks and deliverables defined in this PWS require the Contractor to possess theoretical knowledge and practical experience in wireless communications, wireless ad hoc networks, and in particular, synchrophasor networks with load balancing capability when the network has multiple gateways (e.g. mesh portal nodes). In addition, the contractor would have to be proficient in the use of ns2 network modeling and developing codes for the Emulab-based simulation tool in order to build upon the test tool developed during the course of this project.
