PURPOSE AND OBJECTIVES OF THE MOCK TASK ORDER

NIST is seeking support to provide a report that describes the current landscape of smart grid test beds in the US, and some indication of what is happening internationally. NIST is developing a smart grid Test bed as part of its research efforts to support the development and implementation of the smart grid. To better develop this research effort, a broader understanding of current smart grid test bed research is necessary. It is expected this to be a limited effort, not an exhaustive one.

CONTRACTOR PERFORMANCE REQUIREMENTS / TASKS

The following functions shall be performed by contractor to manage competitively sourced services:

Task Area: Support for Planning Project Research Projects

1. Smart grid Test bed Landscape

The contractor shall provide a report that describes the current landscape of smart grid test beds within the US. Test beds will include those centered on smart grid research, prototype testing, model verification, protocol testing, standards implementation, and interoperability testing. The landscape shall include government, public, and private test beds of either experimental or commercial nature. The contractor shall also provide an overview of test beds that exist outside of the US. The report shall at minimum include the following:

i. A table listing all test beds, their names, locations, sponsors, funding source, scope, when started, and contact information

ii. A narrative description of each test bed

iii. An overview of international smart grid test beds

iv. A description of gaps that the current landscape doesn’t address

v. A table of the gaps, prioritized based on critical needs.

vi. An analysis of the identified gaps, including areas that NIST is uniquely able to address, and opportunities for scaling, leveraging, and other forms of cooperation with other test beds

vii. A description of the methodology used to (1) obtain the information in the landscape, (2) determine gaps, (3) prioritize gaps, and (4) determine which gaps NIST is uniquely able to address

viii. An analysis and summary conclusion, including recommendations.

ix. An executive summary

The report shall be written in Microsoft Word and delivered electronically via email.

The contractor shall use a three-phase process

i. Search the internet and existing smart grid testbed landscape reports to develop a high-level list

ii. Phase 2: Downselect the list based and obtain further information. Downselecting critera include

1. Available for use by outside organizations

2. Avoid duplication / coverage of focus, and thus the more significant testbeds.

3. Focus on signficant contributors

iii. Phase 3: Perform analysis The contractor shall utilize existing smart grid testbed landscape reports and documents to aid in their task

The contractor shall not travel to any testbed site as part of this task.

DELIVERY, INSPECTION AND ACCEPTANCE CRITERIA

The Contractor shall submit deliverables to the COR for inspection and acceptance. Deliverables submitted that are unacceptable shall require corrective action by the contractor.

Evaluation based on how well it addresses the elements listed in the task, its completeness and thoroughness, and its relevance to the task purpose.

Specifically, it must have completely developed all of the elements listed in the task.

#4 Final Draft of the Landscape Report

1 each 14 calendar days from receiving the COR commnets

COR will provide comments within 10 working days.

Evaluation based on how well it addresses the elements listed in the task, its completeness and thoroughness, and its relevance to the task purpose Specifically, it must completely address all issues and concerns expressed in the COR’s comments on Deliverable #3

#5 Final Version of the Landscape Report

Keu Personnel:

1. Project Technical Lead

Educational Requirement:

• Contractor shall have at least a Master’s degree or higher in Physics or Engineering.

General Experience:

The project manager should have at least 10 years of experience in project management in the area of cyber-physcal systems and smart grid, have a PMI PMP certification (or equivalent) listed herein. Proficiency shall be judged based on direct experience, with the number of years of work experience, and/or number of directly relevant publications.

Specialized Experience:

• smart grid and cyber-physical systems experience, including leading testing, standardization and international activity, as shown by publication record (including conference talks and journal papers), leading and participating in standard setting organizations, and previous work experience.

2. Technical Expert

Educational Requirement:

• Contractor shall have at least a Master’s degree or higher in Physics or Engineering.

General Experience:

The Contractor shall have at least 10 years of experience in the technologies listed herein. Proficiency shall be judged based on direct experience, with the number of years of work experience, and/or number of directly relevant publications.

Specialized Experience:

• smart grid and cyber-physical systems experience, including testing, standardization and international activity, as shown by publication record (including conference talks and journal papers), and participation in standard setting organizations, and previous work

TRAVEL

The Contractor shall travel to NIST for meetings during the performance of this task order.

Travel to NIST: up to three (3) trips. NIST will pay for the Contractor's air fare or other transportation expenses, and travel costs to attend selected meetings with NIST staff that are important to the smart grid effort as determined by the smart grid Program COR.

All travel costs shall be included in the Contractor's quotation and shall be in accordance with Government Travel Regulations. All travel cost estimates shall be approved in advance in writing by the COR before the contractor incurs any costs.
