Attachment A
STATEMENT OF WORK
NIST Fire Research Field Deployments A. Background:
The National Institute of Standards and Technology (NIST) has conducted a significant amount of research examining how ventilation affects the growth and spread of fire within structures and how the air flow to the fire may be controlled to limit or delay the growth of the fire. The studies have resulted in guidance to the fire service regarding ventilation tactics. However ventilation tactics alone will not typically result in the extinguishment of the fire. Fire suppression tactics using hose streams also affect the ventilation in a structure and can impact the movement of smoke and heat through a structure as vents are made to advance the line or if ventilation inducing tactics are in practice.
Currently NIST’s National Fire Research Laboratory is under construction and will not be available to support this research through FY 16. As a result NIST is in need of support to conduct research at an appropriate off-site research facility.
B. Scope of Work:
The Contractor shall provide logistical, administrative and technical support to NIST fire research field deployments. The Contractor will support the use of training or research facilities for full scale fire experiments, including procurement of building materials and fuel packages, the construction and re-construction of test structures, site safety, and providing firefighting resources.
C. Specific Tasks:
TASK 1. Contractor shall provide scheduled access to a facility, that must have one 40 ft by 24 ft by 1 story high reusable burn structure and one 40 ft by 24 ft by two story high reusable burn structure, and space for one 20 ft by 40 ft by 20 ft high fire training structure built from steel air sea containers, that are designed for safe operation and have all of the necessary approvals for fire operations from the local authorities. The facility must also have a two story purpose built Class A burn building that can sustain fires on the order of 2 MW and exterior application of hose streams through the 2 second floor windows from the ground level.
Due to logistical constraints, and to meet travel requirements, NIST requires a suitable test facility that is located within a 150 mile radius from the NIST Gaithersburg.
TASK 2. Contractor shall supply all of materials needed to re-build the two existing structures shown in Attachment B. Exterior walls are constructed of 2 ft thick concrete block and the interior is lined with at least two layers of 0.5 inch thick, non-combustible wall and ceiling panels with staggered seams attached to light steel framed interior wall supports and protected wood joists or trusses for ceiling support. Additional construction materials will be procured by the Contractor to facilitate re-construction of the test structure between fire experiments. The Contractor will supply upto 4, 40 ft long steel air sea containers. The Contractor will provide labor for the construction, debris removal and re-construction. As well as any heavy equipment such as a data trailer, forklift, backhoe loader, crane, etc. The contractor shall provide fire apparatus with a fire fighting crew and a safety officer to support the safe conduct of the fire experiments in the structures.
D. Deliverables and Deliverable Due Dates:
1. Within 30 business days of scheduling the facility:
a) The contractor shall hold a planning meeting at the facility
b) Contractor shall procure the materials and fuels needed to facilitate construction, conduct, and re-construction of the facilities for conducting 18 fire experiments in the built structures and 40 experiments in the fire training structures. It is expected that these experiments will be conducted over three to four visits to the fire test facility over the contract period.
2. The experiments shall be completed with 12months of the effective date of this contract.
E. Period of Performance and Place of Performance:
All work supporting this task order shall be completed within 12 months following task award. All Work supporting this task order shall be performed at the Contractor’s facility.
F. Government-Furnished Property, Data and/or Information:
All information provided by the Government in the performance of this task order remains the property of the Government and shall be surrendered to the government upon completion or termination of this requirement. Likewise, all deliverables generated under this requirement remain the property of the Government. No Government-furnished property or data is involved.
G. Risk Assessment:
The HSPD-12 Security Risk Level assigned to this task order is low risk.
H. Travel Costs:
Travel is not anticipated for this purchase order. However, if the Contractor has identified travel requirements, the Contractor shall provide a not to exceed (NTE) cost for this travel, along with a breakdown of how this NTE cost was derived as part of the price quote. Prior to actually incurring these costs the Contractor shall obtain approval from the COR, in writing.
I. General Information:
Confidential of Proprietary Data: This work does not involve confidential or proprietary data. The certification and accreditation requirements of Clause 1352.239-73 do not apply and a security accreditation package is not required.
Media Inquiries: The Contractor or his employees shall not respond to any media inquiries. Any inquiries from the media shall be immediately relayed to the NIST COR and /or Contracting Officer (CO). There shall be no interviews, comments, or any other response without the knowledge and approval of the NIST Director.
J. Meeting Requirements:
Planning meetings will be held with the Contractor at the test facility prior to the start of re-construction and prior to the start of testing.
K. Support Services:
The Contractor shall supply a facility manager to oversee all of the contractor operations. The facility manager will be involved in the planning, scheduling, procurement of materials and the oversight of test activities as well as clean-up, rebuilding and site security. The facility manager must have a minimum of 5 years of experience conducting and supporting full- scale fire experiments.
The Contractor shall supply a facility safety officer to ensure that support activities are conducted safely and that facility equipment is safe to use. The safety officer shall be available during all experiments. The site safety officer must have 1 year of safety experience at the test facility.
The contractor shall supply a crew composed of a carpenter, labor foreman and at least two laborers to reconstruction and clean-up of the test buildings. The lead carpenter must have a minimum of 5 years of carpentry experience.
The contractor shall supply a trained fire-fighting crew for each of the fire experiments. The fire fighters must be state certified in the state that the facility is located in. The fire fighters are required to support all of the fire experiments.
The contractor shall supply support personal with special skills such as a heavy equipment operator or a welder as needed.
