Amendment 1 - NIST RFP SB1341-14-RP-0010

Question 1:

Under section Test and Evaluation of the RFP, Item 4.2, what does the environmental testing include?

Answer 1:

4.2 is an example of one type of engineering service we might require. Generally, environmental testing consists of laboratory tests conducted to determine the functional performance of a component or system under conditions that simulate the real environment in which the component or system is expected to operate. The types of environmental testing that may be required will depend on the nature of future tasks and will be defined at the Task Order level.

Question 2:

For electronic submittal of the proposal, does NIST have a volume limit and if so, can proposals be submitted in multiple emails to accommodate any size limit?

Answer 2:

The size limit for incoming messages from external addresses is approximately 25MB. If your proposal approaches or exceeds this size limit, multiple emails are permissible. If multiple emails are used, please indicate this in the subject line of all of the emails, for example: email 1 of 3, email 2 of 3, etc.

Question 3:

What is the construction budget range or estimated value for this bid?

Answer 3:

This is not a construction project; no budget range or estimated value has been established.

As stated in Section B, during the term of the contract, the Government shall place orders totaling a minimum of $30,000. The amount of all orders shall not exceed $30,000,000.

Question 4:

The RFP and FedBizOps indicate a variety of submittal methods. Please confirm that the following methods are allowed: An original paper and 4 paper copies OR an electronic version via email or FedBizOps and 1 paper copy OR an electronic version via email or FedBizOps

PAGE 3 OF 5 SB1341-14-RP-0010/001

Answer 4:

Proposals can be submitted in hardcopy or electronically as defined in the solicitation. Proposals can be submitted in hardcopy with one original and four copies. Proposals can be submitted electronically via email; only one copy is required if submitted in this manner. Proposals can be submitted electronically through FedBizOps; only one copy is required if submitted in this manner.

Question 5:

2.2.3 Does the detailed table of contents in each volume count towards the total number of pages within each volume?

Answer 5:

Table of Contents does not count against the page count limit.

Question 6:

2.2.3 Please confirm that tab indexing refers to the physical use of tabs. If yes, are they required in all volumes? Do they count towards the total number of pages within each volume?

Answer 6:

Tab indexing applies to the hardcopy/physical proposal submission and is required for each volume.

Tabs do not count against the page count limit.

Question 7:

2.2.7 Please confirm that disclosure markings, page numbers, and company identifiers may be placed within the defined margin area.

Answer 7:

It is acceptable to place the disclosure markings, page numbers and company identifiers within the margin area.

Question 8:

2.2.7 Does the cover sheet in each volume count towards the total number of pages within each volume?

Answer 8:

The cover sheet does not count against the page count limit.

Question 9:

Is there a required pricing proposal format?

PAGE 4 OF 5 SB1341-14-RP-0010/001

Answer 9:

The Cost/Pricing volume shall follow the format identified in section 7.2

Question 10:

It is our understanding that the only cost or pricing data you want is for the Sample Task. Please confirm.

Answer 10:

Cost and Pricing information is only required as it applies to the mock order.

Question11:

Is NIST requesting Labor categories (i.e., rate sheets) for only the Mock Call Order or for use on the IDIQ ( or both)?

Answer 11:

Labor category information is only required for the mock order.

Question 12:

Mock Call Order Pricing: It is understood that we are to price the mock call order and include a rate sheet with labor categories/descriptions for those hours priced for the engineering effort (including subs as applicable). Does NIST require the same breakout (i.e., hours by labor category) for the manufacturing/fabrication of equipment supporting the mock call order, or can this be a lump sum?

Answer 12:

Pricing information is required for the entire mock order.

Question 13:

Cost Estimating Methodology: It is clear NIST would like a description of those estimating methodologies used for the Mock Call Order. Please clarify if this is to include fabrication/manaufacturing estimating methodologies. Additionally, please clarify if should it also include additional estimating methodologies which may be employed on the overall contract, but which may not have been utilized on the Mock Call Order.

Answer 13:

Cost estimating methodology is required for the entire mock order. Estimating methodology is only required for the mock order.

Question 14:

Labor Categories/Rate Sheet. Does NIST require all inclusive rate sheets (labor categories/rates/descriptions) for use on the general contract (not just for Mock Call Order)? If so, should these be supplied for all named subcontractors, including the fabricator/manufacturer?

Answer 14:

Pricing information is required for the mock order only.

Section L is hereby changed as follows:

Change paragraph 6.2

From: The Offeror shall provide past performance information regarding relevant contracts over the past five (5) years with Federal, state, or local governments, or commercial customers demonstrating your ability to perform the proposed effort. Also include information on 5 recent contracts performed by each of your teaming partners and significant subcontractors that you consider most relevant in demonstrating their ability to perform the proposed effort. Include rationale supporting your assertion of relevance. For a description of the characteristics or aspects the Government will consider in determining recency and relevance, see Section M, provision M002 - Evaluation Factors, Past Performance Factor. It is recommended that approximately 3-5 contracts be referenced.
