The temperature controllers shall be inter-exchangeable at least between channels 2 and 3. The temperature controllers shall include thermocouples suitable to provide accurate measurement and control of sorption temperatures specified in the table above and accommodate for sample activation temperatures. In addition, sample temperature must be continuously carefully controlled and recorded throughout the entire experiment with a standard deviation lower than +/- 0.1 K. Due to the high resolution specified for the pressure transducer in channel 2 and 3 (see below), the temperature sensors in channels 2 and 3 must be of equivalent resolution.

Due to the high sensitivity of the gas sorption measurements to drifts in temperature signals, NIST requires the thermocouples in the instrument fully calibrated and also have the ability to be re-calibrated by the user at a later point.

3) Pressure measurement, control, and recording For every channel, the instrument shall have at least two pressure transducers, except where indicated otherwise. The first pressure transducers will be for low pressure measurements and the second for high pressure measurements as indicated in each of the tables above. The pressure transducers for channels 1 and 4 shall have a resolution of at least 1/64000 of the range and an accuracy of +/- 0.05% of full range. For channels 2 and 3, the resolution shall be at least 1/1000000 of the range.

Due to the high sensitivity of the gas sorption measurements to errors associated with drifts in pressure measurements, NIST requires the pressure transducers in the instrument fully calibrated and also have the ability to be re-calibrated by the user at a later point.

4) Sample containers:

At least three (3) sample containers shall be provided per channel. Each sample container shall be made of a material capable of withstanding both activation temperatures and pressures and gas sorption temperature and pressure conditions as specified in this request. The sample containers shall be able to hold solid and liquid samples. The liquid samples to be used will be limited to those with negligible vapor pressure to avoid instrument contamination. The sample holder shall be able to contain samples sizes between 0.1 g and 1.0 g.

5) Sample activation:

Each channel of the instrument shall include sample activation (or pretreatment) capabilities for cleaning and drying the sample prior to sorption experiments. The sample activation component shall include heating capabilities. The instrument shall include a turbo pump with an oil-free backup pump to avoid the risk of sample contamination during sample activation. The activation experiments will span the temperature range from 298 K to 670 K.

6) Airless sample transfer The sample container shall be designed to be easily detached in a sealed and leak-tight manner for transfer air-sensitive sample into [and from] a glove box.

7) Variable dosing volumes:

The instrument shall include hardware components (e.g., variable expansion volumes) or software components (e.g., variable dosing frequency) to dose the sample with gas volumes ranging from 2 mL and above.

8) Capability to operate in both automatic and manual mode Due to the research nature of the activities at NIST, the instrument shall run in fully automated mode but also allow the user to operate the instrument in manual mode for identifying areas of process optimization and data uncertainty reduction.

9) Gas inlets Each channel in the instrument shall have at least two gas inlets, one of which shall be dedicated for Helium and include software to switch the valve automatically from gas 1 to gas 2 and vice versa as needed.

10) Amount of a gas adsorbed calculations The instrument shall be able to measure an amount of gas adsorbed as low as 10 micromoles per gram, with standard deviation lower than +/- 0.5 % in a 2-mL size sample. In addition, the instrument shall be capable of generating single-gas sorption isotherms based on pressure measurements through programmable sequential pressure dosing steps with standard deviation lower than +/- 0.5 % in a 2-mL size sample.

11) Maximum acceptable leakage rate The validity of the equilibrium pressure measurements depends strongly on the tightness of the instrument. Therefore, leakage must be kept at minimum. Leak rates higher than 5 x 10-9 cc/sec will be considered unacceptable.

12) Gas compatibility:

All fittings, lines, connections, manifold, mass flow controllers, pressure regulators, expansion volumes, and all associated components in both delivered gas sorption instrument and the mass spectrometer shall be rated for the temperatures and pressures specified in this request and be compatible with the following gas molecules: carbon dioxide, nitrogen, helium, argon, hydrogen, and methane.

13) Gas analyzer For temperature programmed desorption experiments, the instrument shall include a fully integrated mass spectrometer for analyzing gaseous species between 1 amu and 300 amu, with a detector sensitivity of at least 100 ppb in less than 400 ms response time. The system is to be used in all channels except channel 2 to reduce dead volume in that channel. In addition, calibrations must be included for the following gas mixtures CO2/He, CO2/Ar, N2,/He, N2/Ar, H2/He, H2/Ar, CH4/He, and CH4/Ar and must cover the entire concentration range of the mixtures.

For safety purposes, the instrument shall contain appropriate over temperature protection, over pressure protection, software protection, pressure relief valve systems, and emergency shut off switch, as detailed below:

a. Over temperature protection: The built-in temperature controller’s set point shall be limited to the safe operating range, just slightly higher than the rated operating range in order to allow smooth operation near the temperature limit. In addition, the control software shall monitor the furnace temperature and sample temperature continuously. In the event that the temperature approaches the temperature limit, the instrument shall display a prominent warning on the monitor screen. If the temperature continues to rise further, it shall turn down the controller’s set point.

b. Over pressure protection: A pressure switch shall control the power to the gas supply inlet valve. If the supply line pressure exceeds the limit, the switch shall cut off the power to the inlet valve disabling it.

c. Software protection: The control software continuously monitors the internal pressure and limits the operation of the valves in order to insure safe operation. Any instruction to open a valve will be overridden if it is not safe to do so. The software protection is active during all the manual and automatic operations.

d. Pressure Relief: Several pressure relief valves shall be installed in order to protect sensitive components from over-pressure. The escaping gas shall be directed to a single relief port.

e. Emergency Shut off Switch: All the electrical power to the solenoid valves shall go through an emergency shut off switch. In the event of an emergency or unidentified problem, the operator shall be able to press this switch to disable all the solenoid valves while all other electrical power remains active to allow for monitoring of the machine status.

PROPROSAL EVALUATION:

Evaluation Factors

Award shall be made to the offeror whose quotation offers the best value to the Government price and other factors considered. The Government will evaluate quotations based on the following evaluation criteria: 1) Technical Capability 2) Experience, 3) Past Performance, and 4) Price. All non-price factors, when combined, shall be more important than price. If all non-price factors are equivalent, price shall be the determining factor. The technical capabilities are the most important of the non-price factors; Experience and Past Performance are approximately equal to each other.

Technical Capability: No prototypes, demonstration models, used or refurbished instruments will be considered. Evaluation of technical capability shall be based solely on the information provided in the quotation. NIST will evaluate whether the offeror has demonstrated that its proposed equipment meets or exceeds all minimum requirements. Quotations that do not demonstrate the proposed equipment meets all requirements will not be considered further for award. If an offeror does not indicate whether its proposed equipment meets a certain minimum requirement, NIST will determine that it does not. NIST will give preference to offerors who demonstrate that their proposed equipment exceeds NIST’s requirements.

Experience: NIST will evaluate the extent of the offeror’s experience providing similar equipment. NIST will give preference to offerors who demonstrate they have experience delivering the same equipment they are proposing for the current requirement.

Past Performance: The Government will evaluate the Offeror's past performance information and, if appropriate, its proposed subcontractors' past performance to determine its relevance to the current requirement and the extent to which it demonstrates that the offeror has successfully completed relevant contracts in the past three (3) years. In assessing the offeror's past performance information, NIST will evaluate, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management and customer satisfaction.. Evaluation of this factor will be based on information contained in the technical portion of the quotation and information provided by references. The Government will evaluate past performance information by contacting appropriate references, including NIST references, if applicable. The Government reserves the right to assess the past performance of proposed subcontractors. The Government will use its discretion to determine the sources of past performance information used in the evaluation and the information may be obtained from references provided by the offeror, the agency’s knowledge of contractor performance, other Government agencies or commercial entities, or past performance databases. The Government will assign a neutral rating if the offeror has no relevant past performance information.

Price: The Government will evaluate price for reasonableness.

Past Performance, Experience, and Price shall not be evaluated on quotations that are determined technically unacceptable under the Technical Capability Evaluation factor.
