2.1 Background - How is the liquid nitrogen used?

The following information pertains to the LN2 bulk tank located at the NIST-Charleston facility in Charleston, SC.

The liquid nitrogen bulk tank provides liquid nitrogen to 28 large liquid nitrogen vapor phase freezers and back-up systems to ten -80º C upright freezers. Thousands of long-term (30+ years) samples are stored in these freezers as part of the Marine Environmental Specimen Bank.

2.2 Tank Information & Locations.

NIST Charleston’s tank is a 3,000 gallon bulk tank and is located at

Hollings Marine Laboratory

331 Ft. Johnson Rd. (tank in back of the building)

Charleston, SC 29412 There is another LN2 bulk tank in front of this bulk tank but the fill line has been extended to avoid fill problems.

NOTE: There is an LN2 tank located next to the NIST-owned tank. This tank is owned by the National Oceanic and Atmospheric Administration (NOAA). This tank is NOT a part of this contract. There is also a another NIST LN2 tank in the back of the building but it is located in the NMR Physical Plant cage and is labeled NMR Laboratory. And there is a NIST owned LN2 bulk tank at 219 Ft. Johnson Rd., Charleston, SC, that is currently not in use. At this time this tank is NOT a part of this contract.

2.3

The annual estimated use of liquid nitrogen is as follows:

Base Year

– 68,000 gallons

Option Year I

– 69,000 gallons

Option Year II

– 70,000 gallons

Option Year III - 71,000 gallons

2.6 Delivery Requirements.

NIST Charleston does not call the supplier when the LN2 is low; the supplier monitors the supply of liquid nitrogen through the Contractor provided telemetry system and fills the tank as needed; NIST must be contacted by the supplier when they arrive on site to fill the tank to ensure they are filling the proper tank. “Low” is defined as 1,000 gallons remaining in the tank (when the gauge reads 35).

The Contractor shall provide a lock and key for the gate that surrounds the bulk tank so their driver always has a key. The Contractor must provide a key to NIST’s on-site laboratory maintenance staff as well.

The supplier can fill the tank any time between the hours of 8:00 a.m.

and 5:00 p.m., there are security gates at the front of the property that do not allow deliveries except between those hours.

25 PSI must be maintained during each fill.

2.7 Other Requirements.

To prevent depletion of product, the tanks must be outfitted with a modem telemetry system that communicates with the Contractor and notifies the Contractor that the tank needs to be filled. The Contractor shall provide a telemetry system for this tank.

In order to prevent over-pressurization (above 25 PSI), a secondary safety valve is currently installed on the tank.

NIST shall provide the power and phone line through the NOAA Hollings Marine Laboratory.

The 6000 gallon LN2 storage tank is used for the Cold Source Refrigeration System (Critical). The 3000 gallon LN2 storage tank has two (2) functions. First and primary function is for filling liquid nitrogen (LN2) dewars which are movable, miniature storage vessels, that allow the LN2 to be transferred and administered to specific instruments throughout Building 235.

The secondary use for the 3000 gallon storage tank is a backup for Division 639s 1500 gallon tank, should any maintenance be required to the tank or if extra LN2 is required.

3.2 Tank Information & Locations.

The tank sizes are (1) 6000 gallon and (1) 3000 gallon LN2 Storage Tank. Both are located on the south side of building 235, NIST Center for Neutron Research. There are no obstacles in the way of filling the tanks.

BASE LINE ITEM NUMBER 0003

OPTION LINE ITEM NUMBERS 0012, 0021, 0030, 0039,

4.1 Background: How is the liquid nitrogen used?

The liquid nitrogen is delivered to the 227 tank, and from there it is converted into gas and delivered throughout the building for use in the laboratory. Therefore, there are a variety of uses for it, mainly as a feed gas to analytical instruments. The Analytical Chemistry Division and the Biotechnology Division use it as a source of pure nitrogen, not a cooling source. Therefore, Division 639’s needs are for the highest purity that can practically be delivered through this contract.

4.2 Tank Information and Locations.

Location is next to the Building 227 loading dock and the capacity is 1500 gallons. To fill the tank, the truck must back up down a curving slope to the tank. There is not room to turn a truck around near the tank.

4.3 Estimated Usage in Gallons.

The Analytical Chemistry Division (639) and the Biotechnology Division (631) use approximately 120 gallons per day. Total usage for this location is estimated to be 39,000 gallons per year.
