The purpose of this Amendment is to provide the Government response to industry inquiries pursuant to solicitation provision Addendum 52.212-1 Instructions to Offerors--Commercial Items (JUN 2008). See Attachment I entitled: Government Response to Industry Inquiries.

Except as provided herein, all terms and conditions of the document referenced in item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.

Attachment I Government Response to Industry Inquiries

QUESTION 1. Reference: Scope of Work. BACnet is not currently used in residential building automation, but the scope of work asks the contractor to address residential applications of BACnet and their integration with the smart grid. Do we understand correctly that we would have to consider the possible application of BACnet in a residential setting in all three of the contract tasks?

RESPONSE: Yes, offerors shall consider the possible application of BACnet in a residential setting in all three of the contract tasks.

QUESTION 2. Reference, Past Performance Volume II: In the Quote Organization Table (pages 18-19 of RFQ), a 20 page limit is specified with the following guidance:

**Page limit for the Past Performance information will be a 2 page limit per contract reference and a 10 contract limit for all relevant contracts for the PAST 3 YEARS (6 references for Prime and no more than 4 for subcontractors).

While on page 20, directions that appear to be contradictory are given:

4) Past Performance. The Contractor shall provide past performance information regarding all relevant contracts for the PAST 3 YEARS with federal, state or local governments and commercial customers.

The description of each contract described in this section shall not exceed a half page.

Which set of instructions are controlling?

RESPONSE: Delete the sentence in paragraph B. 4 on Page 20 that reads: “The description of each contract described in this section shall not exceed a half page.”

QUESTION 3. Is it permissible to include the contractor's past experience in proposing changes to the BACnet standard in this section, or should that be placed in the Organizational Experience section?

RESPONSE: Offerors past experience in proposing changes to the BACnet standard should be placed in the Organizational Experience section.
