This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-32.
The associated North American Industrial Classification System (NAICS) code for this procurement is 331528 with a small business size standard of 500 employees. This acquisition is 100% small business set-aside. In accordance with the Non-Manufacturer Rule, to qualify under a small business set-aside, the distributor and the manufacturer must qualify as a Small Business under the NAICS code identified above.
Objective
The National Institute of Standards and Technology (NIST), Center for Neutron Research (NCNR) has a requirement for two (2) Bottom-loading Closed-cycle Refrigerators, as a complete turnkey system, to be used by the NCNR located in Gaithersburg, MD, for neutron scattering experiments.
Background
The NIST Center for Neutron Research is a user facility providing neutron scattering measurement capability that is among the best in the world. Approximately 1,000 guest researchers from around the world visit the facility every year, placing a great emphasis on the reliability of the systems used. An important part of the instrumentation required to perform a successful experiment is the sample environment equipment, which controls the temperature, pressure, magnetic field, etc. of the sample under study. This equipment must be continually updated or expanded based on the needs of the scientific user community. Bottom-loading closed-cycle refrigerators (CCRs) form the backbone of the sample environment equipment because they offer a useful wide range of temperature control in an easy-to-use configuration. This procurement expands the number of systems available to accommodate the demand.
The purpose of this procurement is to provide turnkey bottom-loading CCRs for neutron scattering experiments covering the temperature range from 5 K to 325 K. These systems incorporate specific interface features to allow use with existing specialty equipment, and integrate a sample mount provided by the Government. The system operation is simple and reliable, and can be modified to suit unique experimental conditions. A bottom-loading CCR is defined to be a free-standing, vertically oriented closed-cycle refrigerator that requires the removal of a vacuum shroud and internal heat shields to mount a sample inside. The sample is in vacuum.
All interested Contractors shall provide a quote for the following line items(s):
Line Item 0001 – The contractor shall furnish two (2) each, Bottom-loading Closed-cycle Refrigerators, as complete turnkey systems.
Each system shall meet or exceed the following minimum technical specifications:
A. General System:
1. Each system shall include a cryostat, temperature controller, temperature sensors, connecting hoses and cables.
2. The CCR system shall provide a controlled temperature range from 5 K to 325 K.
3. NIST will provide a sample mount (after final design drawing approval) to be integrated into the system. This sample mount is provided with two heaters installed, but without thermometry. The paralleled heaters provide a 25 ohm load, and shall be used for temperature control of the sample.
4. The system shall provide a tailset that is optimized for a low neutron scattering background through adherence to the specifications provided below.
5. The system shall provide compatibility with existing specialized tailsets through defined interfaces in the specifications provided below.
6. The complete system shall be air-cooled, not requiring any connections to an external water supply.
7. NIST will approve system drawings before manufacture.
8. Contractor shall provide an electronic copy of system drawings after final design drawing approval (not all manufacturing drawings).
9. NIST requires limited data rights for system drawings. NIST requests to use contractor-supplied system drawings in internal documentation and user manuals, and for presentations in scientific meetings. NIST will attribute the drawings to the Contractor, if the Contractor’s name is not already on the drawings.
10. Contractor shall provide two copies of the operating manual with each system.
11. Contractor shall provide a warranty period on systems for a minimum of one year.
B. Performance:
1. Minimum controlled temperature operating range from 5 K to 325 K at the sample position.
2. The system shall be protected against thermal damage to the sensor or the cryostat from accidental overheating.
3. Minimum refrigeration capacity for the base coldhead: 0.8 Watts at 4 K.
4. Cooldown time from room temperature to 5 K at the end of the coldhead in less than 120 minutes for the base coldhead without heat shields and sample mount attached.
5. System shall operate without loss of cooling power when tilted up to 15 degrees from vertical. System shall operate with a minimal loss of cooling power when used in a horizontal orientation.
6. Compressor shall include an hour meter that tracks operating time.
7. Minimum scheduled maintenance interval for the CCR coldhead and compressor: 10,000 hours.
8. Air-cooled operation of the CCR system. The CCR system must be air-cooled; no water connections external to the complete system are allowed for normal operation. A liquid-cooled air chiller unit that is separate from the CCR compressor is permissible, provided there is an interlock such that the compressor cannot be operated if the air chiller is not running.
9. Stainless steel, braided, flexible hoses for high purity helium and the electrical cable for the coldhead shall be a minimum of 6 meters in length. The maximum length for these hoses and this cable is 10 meters. The hoses and the cable shall be the same length. A buffer tank may be used if necessary to provide sufficient working gas volume for proper operation of the system.
10. All experimental electrical cables shall be a minimum of nine (9) meters in length, or three (3) meters longer than the stainless steel flexible hoses for high purity helium, whichever is longer.
11. The coldhead's first and second stages must have axially symmetric construction. The purpose of this specification is to ensure that the sample mount attached to the coldhead does not move sideways in the neutron beam as a function of temperature.
12. Temperature Sensor(s). Minimal temperature sensor accuracy for all sensors relevant to the sample temperature, either at the sample mount position or for temperature control purposes:
Temperature
Accuracy
T < 25 K
+/- 250 mK
25 K < T < 300 K
+/- 500 mK
T > 300 K
+/- 1%
13. The temperature controller must provide a minimum of four temperature inputs and be compatible with multiple sensor types including the following: silicon diode, platinum, negative temperature coefficient RTDs (resistance temperature devices). Two channels of thermocouple input support must be available, either built in or as an upgrade to the controller.
14. Vacuum integrity. The vacuum space shall be leak-tight to 1 x 10^-7 atm-cm^3/sec or better.
C. Neutron Scattering Requirements:
1. The cryostat shall provide 360 degree symmetrical access to the sample in the horizontal scattering plane without intersecting any part of the cooling system.
2. The neutron beam (see Figure 1) shall be considered to have the following characteristics:
i. A height of 50.8 mm (2 inches), symmetric about the neutron beam centerline, with a vertical divergence of 22 degrees above and below the horizontal. The apex of the diverence angle is along the vertical central axis at the sample position, i.e. the angles are measured from the middle of the cryostat.
ii. Neutron beam centerline is located 152.4 mm (6 inches) above the mounting interface to the neutron scattering instrument.
iii. Sample mounting position is 44.45 mm (1.75 inches) above neutron beam centerline.
3. Minimum Sample Space. The cylindrical sample space shall provide a minimum 70 mm diameter and 90 mm length.
4. Only thinned aluminum or aluminum alloy windows shall be used in the horizontal scattering plane. The maximum combined thickness of all neutron windows shall be 2.54 mm (0.100 inches) along a radial line from the vacuum shroud to the middle of the sample space.
The background signature from the cryostat is minimized in neutron scattering applications if the heat shields and vacuum shroud are made as large a diameter as practically possible (see D.5 and Additional Consideration). As the vacuum shroud contains the thickest amount of material in the beam, NIST desires this diameter to be maximized first. One possible configuration is represented in Figure 2. NIST does not propose this design or make any recommendation that this is the best approach. The principal reason for Figure 2 is to illustrate the geometry described in other specifications. This is only one means by which compatibility with existing NIST tailsets can be achieved at the same time the background signature is minimized for the tailset provided by the Contractor.
D. Facility Interfaces:
1. Electrical power requirement. The Contractor shall provide the system with cables and plugs for direct connection to electrical service. The system must be configured to operate using one or more of the following available electrical services:
i. 208 Volt/ 3-phase/ 30 Amp, NEMA L21-30 plug.
ii. 220 Volt/ 1-phase/ 30 Amp, NEMA L7-30 plug.
iii. 120 Volt/ 1-phase/ 20 Amp, NEMA 5-20 plug.
2. Maximum steady state power consumption for the closed-cycle refrigerator:
i. 8.7 kWatts for 208 V/3-phase/ 30 Amp service.
ii. 5.3 kWatts for 220 V/1-phase/ 30 Amp service.
iii. 1.9 kWatts for 120 V/1-phase/ 20 Amp service.
3. Interface to neutron scattering instruments. The bottom-loading CCR will bolt down onto a flat, square mounting surface. The mounting surface is 250 mm x 250 mm. No overhang beyond these dimensions is allowed, to provide maximum tilt capability to the cryostat. Clearance holes shall be provided on the cryostat to bolt down using 1/4”
-20 bolts on a 230 mm bolt square (325.3 mm bolt circle diameter).
4. Interface to existing NIST specialty vacuum shrouds and shields. The interface to existing NIST equipment consists of three nested parts: Vacuum Can Flange, Heat Shield Mount, and Sample Mount. The three parts are arranged such that the Sample and Heat Shield Mounts protrude below the Vacuum Can Flange. See Figure 2 for a schematic representation of the three components.
i. The vertical distance from the neutron beam centerline to the Sample Mount surface is 44.45 mm (1.75 inches).
ii. The vertical distance from the neutron beam centerline to the Heat Shield Mount is 69.85 mm (2.75 inches).
iii. The vertical distance from the neutron scattering instrument interface to the Vacuum Can Flange is 260.35 mm (10.25 inches).
5. Vacuum Can Flange. The Vacuum Can Flange shall provide six tapped 1/4”-20 holes on a 6.375 inch bolt circle diameter. The flange face finish shall be 16 microinches. As discussed in section C.4, this bolt pattern is required for compatibility with existing specialty tailsets. The Contractor is not required to use this bolt pattern for attaching the vacuum shroud. SEE ADDITIONAL CONSIDERATION BELOW.
6. Heat Shield Mount. The heat shield mount shall be detachable, and thermally connected to the first stage of the cold head. The heat shield mount shall consist of an external 3.5”-24 thread, 0.188 inches in length.
7. Sample Mount and heater. NIST shall supply the Sample Mount, including heaters, to be attached to the cold finger. This Sample Mount has provision for mounting temperature sensors and a heat shield around the sample position. The heater will consist of two, 50 ohm, metal cartridge heater elements silver-soldered into place. The heater elements will be wired in parallel for a total resistance of 25 ohms. The Sample Mount is 6.35 mm (0.25 inches) thick and provides multiple 4-40 tapped holes for mounting temperature sensors. The Sample Mount Heat Shield screws onto an external 2.875”-24 thread, 4.8 mm (0.188 inches) in length. The interface between the Sample Mount and the coldhead shall be determined by the Contractor. NIST samples are attached to the Sample Mount using 4X 10-32 tapped holes on a 44.45 mm (1.75 inch) Bolt Circle Diameter; these holes are not available to the Contractor for use. The Sample Mount interface to the coldhead must prevent loosening of the Sample Mount when the heat shield is installed and removed. See figure 3 for a drawing of the Sample Mount.
8. Sample Mount Heat Shield. A Sample Mount Heat Shield is required. See figure 2 for an indication of the general style of this heat shield. The Sample Mount Heat Shield design will be governed by specifications including the sample mount design (figure 3), minimum required sample space (C.3.), and maximum total thickness of material in the beam (C.4.)
9. Vacuum pump out ports. Three (3) KF25 vacuum pump out ports shall be provided. One port is for general purpose pumping, while the other two are intended to provide access for future integration of in situ capabilities.
10. The cryostat shall provide lifting attachments for use with an overhead crane or hoist.
11. Overall Maximum Dimensions. The entire cryostat shall not exceed a diameter of 250 mm in the neutron beam path. Above the neutron beam path, the cryostat shall be less than 600 mm in diameter, excluding hose and cable connections. The overall height shall not exceed 1000 mm, excluding hose and cable connections.
