Statement of Work
For
Professional Engineering Services for the Office of Spectrum Management (OSM) of the National Telecommunications and Information Administration (NTIA)
1.0 Background
NTIA is an Executive Branch agency within the Department of Commerce, and is responsible for management of the federal use of the radio frequency spectrum. As such, NTIA is the President's principal adviser on domestic and international telecommunications policies. The NTIA Office of Spectrum Management (OSM) provides technical and analytical engineering support for the effective and timely development of national and international spectrum management policies.
OSM in coordination with the Office of Engineering Technology (OET) of the Federal Communications Commission (FCC) develops technical requirements for new commercial technologies accessing federal spectrum. The technical requirements are used to develop rules for new commercial spectrum-based technologies that must protect incumbent and future federal radio communications systems.
A contractor is required to support spectrum engineering and management functions at NTIA. The contractor will provide technical assistance in developing new analysis algorithms and evaluating analytical and measurement data associated with spectrum engineering activities.
NTIA must perform technical analysis to assess the impact on different types of radiocommunication systems if broadband commercial services are implemented in a federal band.
To satisfy the increasing demands for commercial access to spectrum requires more complex technically based sharing solutions to ensure critical national security, homeland security, safety of life and public safety systems are protected from interference.
Given the scarcity of spectrum and the performance requirements for some essential federal systems, many spectrum engineering and management challenges are anticipated. Spectrum users will be packed into certain frequency bands, and as more systems with different characteristics are operating closer in frequency and geography to one another, the risk of interference will increase.
Therefore, careful planning and complex spectrum engineering analysis will be critical to increase spectrum access for commercial services. The contractor will provide engineering services for ongoing NTIA programs evaluating the impact of new technologies on incumbent federal systems.
2.0 Scope
The objective of this acquisition is to obtain engineering services to support federal spectrum engineering and management activities at NTIA. Contracting is required to provide expert engineering support to develop and implement innovative analysis modeling techniques that are
PAGE 9 OF 30 SB133517RQ0972
needed to identify new spectrum sharing opportunities and other NTIA spectrum management programs.
The engineering services are required to support the development of analysis models used in spectrum sharing studies, frequency band assessments, field measurements, and the feasibility of spectrum access proposals. The contractor will provide engineering support for spectrum sharing analysis and testing to evaluate spectrum usage that will be used by NTIA in the development of new spectrum management rules and policies.
The contractor is required to support NTIA staff participating in inter-agency working groups providing sound technical analysis, recommendations, and resolutions to a wide range of electromagnetic compatibility (EMC) problems. The contractor must have expertise in the field of spectrum engineering management and the specialized area of EMC analysis.
3.0 Applicable Documents
The spectrum management programs performed by NTIA and discussed in this document can be found at https://www.ntia.doc.gov/category/spectrum-management, The specific programs described in this document include: spectrum management analysis development; propagation and clutter loss model development; and Global Positioning System (GPS) spectrum management.

1352.213-70 Evaluation Utilizing Simplified Acquisition Procedures.
The Government will issue an order resulting from this request for quotation to the responsible offeror whose quotation results in the best value to the Government, considering both price and non-price factors. The following factors will be used to evaluate quotations:
(1) Personnel Qualifications. The experience, education, and qualifications of the Key Personnel proposed to work on the contract will be evaluated to determine their ability to perform their proposed duties as described below:
Key Personnel/Experience – This is a requirement for one Key Personnel, the professional engineer. The Government will evaluate the extent to which the resumes submitted for the offeror’s proposed key personnel demonstrate they have appropriate education, qualifications, and experience to efficiently and effectively manage and perform the requirements and ensure the technical quality of deliverables.
Experience - The Government will evaluate the extent of the Key Personnel’s experience providing similar services. The Government will give preference to offerors who demonstrate they have experience delivering the same type of services they are proposing for the current requirement.
(2) Technical Approach and Capability.
The offeror's approach to performing contract requirements and its capability to successfully perform the contract will be evaluated.
(3) Past Performance.
In addition, the Government will evaluate the offeror's past performance information to determine its relevance to the current requirements and the extent to which it demonstrates that the offeror has successfully completed relevant contracts in the past three years. In assessing the offeror's past performance, NIST will evaluate the quality and timeliness of delivery of goods and/or services, effective management (including management of subcontractors if appropriate), level of communication between the contracting parties, ability to control cost, and customer satisfaction. The Government reserves the right to assess the past
