Vehicle Wash Pad System and Installation Scope of Work

This project will consist of supplying all parts, materials, labor, and necessary permits required to install a 20’ x 45’ Portable Vehicle Wash Bay system with a Water Recycling System. The Portable Vehicle Wash Bay will be constructed with 4-foot high splash walls on three sides and a vehicle entrance and exit ramp on the fourth side. The Portable Vehicle Wash Bay should be durable enough to support our largest vehicles, up to 35 feet long and weighing up to 45,000 pounds.

The Portable Vehicle Wash Bay will be installed at the City of Lawrenceville Public Works Facility located at 435 W Pike Street, Lawrenceville, GA 30046. (See attached pictures.)

The City of Lawrenceville is requesting the following services and products, at a minimum but may not be limited to:

The project involves the installation of a robust and durable 20' x 45' vehicle wash bay pad system designed for effective water management and heavy-duty use. Constructed from high-strength aluminum, this wash bay pad must support vehicles weighing up to at a minimum 45,000 pounds, accommodating a wide range of service vehicles and equipment. Acceptable alternative material for the wash bay can be steel (304 stainless steel or better material), if aluminum is not an option. This system shall be utilized through manual washing functions, implemented by City of Lawrenceville employees on the applicable equipment.

To optimize functionality and ease of access, the wash bay will be elevated off the ground, with one end designed as a vehicle entrance and exit ramp. This ramp provides a smooth transition for vehicles entering and exiting the wash bay, allowing operators to quickly position vehicles for cleaning. The wash bay shall feature splash walls on three sides, each with a minimum height of 4 feet, effectively containing water spray and minimizing environmental contamination in the surrounding area.

Integral to the wash bay system is a water collection trough positioned along the perimeter of the pad.

This trough captures all runoff from washing operations, preventing overflow and allowing for easy transportation to the recycling system for wastewater. An optional but desirable feature is a mud trough designed to reduce treatment demands on the water recycling system. The mud trough must allow for the removal of any installed components, such as grid flooring, to facilitate thorough cleaning and proper disposal of residual sediment.

The vehicle wash bay shall include treatment of the wastewater through a water recycling system. This a water recycling system shall be fully self-contained, and includes a three-compartment unit engineered to handle high-volume vehicle washing operations. With a capacity designed to support weekly cleaning needs for up to 35 large vehicles and specialized equipment, such as sanitation trucks and bucket trucks, this system ensures efficient water reuse while minimizing waste.

The vehicle wash system shall be installed by the manufacturer’s installation technicians and interconnected to the building services by the contractor’s plumbing and electrical contractor. On-site electrical system is Single Phase Secondary (120/240 V). Also, Three Phase Primary (underground) with nominal voltage of 12.5 kV Grounded is available nearby (less than 100’). At a minimum, the system must operate on an electrical source rated at 208 volts. Any modifications or upgrades to accommodate additional voltage or enhancements will be the responsibility of the approved contractor and must comply with all City of Lawrenceville Electrical Department policies and procedures. Contractor to account for any repairs/modifications (asphalt, concrete, etc…) needed to accommodate the wash bay electrical system.

SB019-25 Page 4

Each of the three compartments within the system serves a distinct function to optimize the recycling process. The first compartment captures and filters out large debris and contaminants from the initial wash runoff. In the second compartment, the water undergoes advanced filtration, removing finer particulates and ensuring that oil and grease residues are effectively separated. The final compartment includes a final-stage filtration process to purify the water, making it suitable for reuse in subsequent washes.

To ensure a smooth transition and effective use of the new equipment, a thorough installation and start-up training program will be implemented by the Contractor for all City of Lawrenceville employees who will have access to the system. This program will begin with a comprehensive walk-through of the equipment, where employees will gain familiarity with all components, controls, and operational protocols.

During this walk-through, trainers will cover key functions of the equipment, safety measures, and proper usage techniques, highlighting any specific maintenance procedures required to keep the system in peak condition. Hands-on training sessions will then allow employees to practice operations under the guidance of qualified trainers, ensuring that each individual feels confident in their role. Trainers will be available to address questions and provide additional support, creating a seamless, effective onboarding process for City staff.

Vendor or contractor shall be required to provide for each type of product indicated, including rated capacities, operating characteristics, provide installation drawings showing all interconnecting utilities such as piping and electrical requirements, wiring diagrams, and provided accessories; electrical utility connections shall include voltage/phase, full load amperage, and horsepower; Shop drawings and schematics detailing fabrication, installation, piping layout, materials and finishes, system interconnections, and utility connections of equipment assemblies; Indicate dimensions, weights, loadings, foundations, final dimensions, and required clearances, method of field assembly, components, and location and size of each field connection.

Vendor shall be responsible for providing a comprehensive maintenance plan and Standard Operating Procedures (SOP) manual for the vehicle wash bay and water recycling system. This manual will provide an in-depth roadmap for efficient operation, regular maintenance, and adherence to warranty requirements. These documents are essential for sustaining the longevity and performance of both the wash bay and the water recycling system.

At a minimum the following information shall be required to be provided to the City of Lawrenceville by the Vendor or Contractor:

As-Built Plans Detailed as-built plans of the wash bay and water recycle system are included in the documentation package. These plans capture the final, installed layout and specifications, enabling quick reference during maintenance checks or repairs.

Routine Evaluation and Inspection Checklist A routine evaluation of the overall condition of the wash bay and water recycling system will be conducted. This evaluation will ensure the system's performance and catch any issues early. A checklist for inspection includes, at a minimum:

• General Operation – Assess the system's overall functionality.

• Wash Bay-Specific Supplies – Ensure adequate levels of cleaning supplies and bio-media.

• Voltage – Verify that power requirements are consistently met.

SB019-25 Page 5

Maintenance Plan Components The maintenance plan includes:

• Equipment List – A comprehensive list of all equipment necessary to operate and maintain the wash bay and water recycling system.

• Branch Manager and Service Manager Information – Contact details and specific responsibilities of the branch manager and service manager are provided for immediate reference in case of system issues.

Materials and Product Details A complete inventory of all materials necessary for the operation of the wash bay and water recycling system is provided. This inventory includes:

• Product Names

• Quantities

• Serial Numbers

• Lot Numbers

• Date Manufactured

Approved Products The manual contains a full list of approved and prohibited products, ensuring compliance with system compatibility and environmental guidelines. Approved products include designated cleaning agents, bio-media, and any other materials necessary for wash bay operation. This list ensures that only compatible and environmentally safe products are used, preventing potential system damage and compliance issues.

Warranty Information All warranty information for the wash bay and water recycling system components is detailed in the manual. This section outlines the scope of the warranty, including any conditions required to maintain warranty validity. Regular adherence to the maintenance plan and the use of approved products will ensure compliance with warranty terms and extend the lifespan of the equipment.

Together, these documents form a comprehensive resource for City employees, supporting sustainable and efficient operation of the wash bay and water recycling system.

To ensure that the installation of the vehicle wash bay and water recycling system meets all performance and compliance standards, the contractor/vendor is required to adhere to specific inspection and operational protocols.

Full System Inspection and Sign-Off At the conclusion of the installation, the contractor must conduct a thorough system inspection, accompanied by a designated City of Lawrenceville employee. This joint inspection will confirm that all components are installed and functioning according to both the manufacturer's specifications and City standards. After the inspection, the contractor's representative must sign off, certifying that the system is fully operational and meets all contractual and performance criteria. Payment will only be rendered upon successful completion of this sign-off process, ensuring accountability and adherence to quality standards.

Compliance with Standards All installation and maintenance work must be carried out in strict accordance with the manufacturer's guidelines and the City of Lawrenceville's established standards and procedures. This ensures that the

SB019-25 Page 6 system not only operates effectively but also aligns with City policies for environmental safety and operational efficiency.

Scheduled Maintenance Plan Submission To maintain optimal performance of the wash bay and recycling system, the contractor must submit a Scheduled Maintenance Plan to the City of Lawrenceville. This plan will include the anticipated day and time of each maintenance visit, facilitating coordination with City operations. Maintenance access to the wash bay is restricted to Monday through Friday between 7 a.m. and 4 p.m., ensuring that access to wash bay is available.

By meeting these requirements, the contractor demonstrates a commitment to quality assurance, regulatory compliance, and ongoing system maintenance, aligning with the City of Lawrenceville’s operational standards and environmental objectives.
