About this file
This is a feasibility study scope document for the Port of Newport, Oregon, regarding the highest and best use determination for the former Rogue Brewery building located at 2320 SE Marine Science Drive. The study objectives include assessing the property's current condition, identifying potential uses such as residential, commercial, mixed-use, cultural, or institutional development, and evaluating regulatory compliance and zoning requirements. Key tasks encompass property assessment including structural integrity and utilities evaluation, market analysis to determine demand and absorption rates, regulatory and zoning review to identify development opportunities, financial feasibility modeling with preliminary cost estimates and return on investment projections for viable options, and risk assessment incorporating the Port's strategic goals. The project timeline is estimated at 6-8 weeks from initiation, subject to data availability and stakeholder input.
Deliverables include a comprehensive feasibility report with comparative analysis of potential uses, a recommendation for optimal highest and best use supported by data analysis, a conceptual development plan with preliminary financial projections, and cost estimates for planning and construction of top-recommended options including revenue and job creation projections. The study will provide the Port with a well-supported analytical foundation for decision-making, budgeting, and potential future implementation of redevelopment alternatives while considering preservation potential, community impact, and long-term economic viability of the property.
