NATIONAL COLD-WATER MARINE AQUACULTURE CENTER

PHASE II PROFESSIONAL SERVICES STATEMENT OF WORK

APRIL 26, 2021

PHASE II INVESTIGATIVE SERVICES

PROJECT TITLE: Study of Existing Wells with Declining Output

PROJECT NUMBER:

PROJECT LOCATION: National Cold-Water Marine Aquaculture Center

25 Salmon Farm Road Franklin, ME 04634

PROJECT BACKGROUND: The National Cold-Water Marine Aquaculture Center (NCWMAC) in Franklin, ME is utilized by the U.S. Department of Agriculture, Agricultural Research Service (USDA,ARS) to manage a national research program to address the cold-water marine aquaculture industry’s highest priority research needs. The NCWMAC facility cultures all life stages of the Atlantic salmon. The facility utilizes a series of fresh and brackish water wells to create the specific salinity levels in the habitat required by the Atlantic Salmon based upon their stage of development.

A USDA facility site assessment in 2018 found that the freshwater wells that supply NCWMAC are adequate for domestic water use but are not supplying enough freshwater for research purposes.

NCWMAC has also reported that the brackish wells are also experiencing a declining output. The fresh and brackish water wells are integral to NCWMAC’s research activities and addressing the declining production of these wells is critical.

The USDA has developed an Investigative Approach to determine the underlying conditions that are causing the decreased production of the existing wells and obtain recommendations to restore the output of the existing wells or identify potential locations for new supply well installations. The investigative approach has been divided into three (3) Phases with the information obtained from each phase used to define the scope of services for the subsequent phase. Phase I was to review and evaluate all existing information regarding the wells; supplement the information with field surveys; and recommend specific tests and investigations in Phase II that would lead to recommendations for repair and improvement strategies for the existing wells in Phase III as well as suggested locations for investigative wells to identify new sources of fresh and salt water.

Phase I was completed by Etegra with their Technical Memorandum Phase 1 Water Supply Evaluation dated February 2021 which is attached as APPENDIX A.

PROJECT INTENT: The intent of this project is to engage the services of a Professional Services Contractor (PSC) with the ability to provide engineers, geologists hydrologists and State of Maine Licensed Land Surveyors to investigate the reasons for the diminished capacity of the wells and to provide recommendations and options to restore the well capacities as required to meet current research requirements as well as to make recommendations to increase well output for projected future research requirements as recommended in Entegra’s Technical Memorandum Phase 1 Water Supply Evaluation.

SCOPE OF SERVICES: The specific services to be provided by the Professional Services Contractor (PSC) under this task order are summarized below:

PRIORITY #1 Investigation of Existing Site Features

• Provide a Topographic Survey, prepared by a Maine - licensed surveyor, that will:

o Estabish the exact locations and elevations of all existing wells with respect to the buildings and other key features.

o Be surveyed in Maine State Plane coordinate system with references to the North American Datum of 1983 (NAD83) and North American Vertical Datum of 1988

(NAVD88).

o The boundaries of the USDA property will also be plotted on the survey.

o Identify the location of three (3) proposed exploratory wells o Publicly available LIDAR data will be used to develop supplemental topography for the map and will be used to reduce the overall cost of the survey.

• Prepare a wetland delineation survey in conjunction with the well survey and incorporate the wetlands delineation information in the well survey. The survey will:

o Delineate wetlands on the entire USDA property.

o Delineation will be conducted in accordance with the 1987 Corps of Engineers Wetland Delineation Manual and the Regional Supplement to the Corps of Engineers Wetland Delineation Manual:

Northcentral and Northeast Region.

o Wetland delineation points are to be flagged in the field and GPS data points collected for each delineation flag.

o Stream locations will be delineated with GPS points along the stream corridor.

o Collect information compliant with the State of Maine and the United States Corp of Engineers permitting process as part of the field effort; however, no formal wetland permit application is anticipated as part of this Statement of Work.

• Prepare a wetland delineation report summarizing all findings and identifying all potential wetlands and other Waters of the U.S. within the project area. The report will include:

o Recommendations on the potential for wetlands and other identified waters to be jurisdictional under Federal and State regulations.

o A description of all wetlands and other waters identified, maps showing wetland boundaries and other Waters of the U.S.

o Wetland observation plot locations o Delineation and stream forms o Site photographs.

• Time is of the essence:

o The documentation produced will be utilized by USDA in conjunction with a separate Professional Services Contractor to prepare an Environment Assessment and to hold public hearings to inform the public of USDA’s intention to install additional production wells on the property to meet current and future research requirements.

o Include eight (8) hours of technical assistance to USDA and their Environmental Assessment Contractor with respect to the of the Topographic Survey and Wetlands Delineation Report for the Public Hearing.

PRIORITY #2 Borehole Surveys

• Complete borehole geophysical surveys for temperature, fractures (caliper tool), natural gamma radiation, resistance, resistivity, fluid resistivity, spontaneous potential, and optical televiewer (top to bottom) on production wells USDA-1, 7, and 8.

• Complete borehole geophysical surveys for temperature, fractures (caliper tool), natural gamma radiation, resistance, resistivity, fluid resistivity and spontaneous potential on non-productive wells USDA-2 through 6 and 9 through 12.

• Concurrent operations with the borehole surveys include:

o Removal of the pumps and associated piping for borehole access requirements.

o Examination of the pump and piping to determine if there are any issues such as iron oxide build-up or other issues that may have affected well performance.

o If there are significant issues with well fouling equipment cleaning and or pipe replacement may need to be performed prior to reinstalling the equipment.

Provide unit prices for well cleaning and pipe replacement.

All equipment is to be cleaned in accordance with regulatory requirements and/or industry standards prior to placement back into the wells.

• At the conclusion of each survey the well will be placed back into service.

PRIORITY #3 Installation of Water Level and Flow Monitoring Equipment

• Establish a long-term monitoring network for all USDA wells that when combined with the well elevations from the topographic survey can be used to monitor well drawdown and provide baseline data for any subsequent aquifer tests and to evaluate the influence of pumping at supply wells.

o Install Solinst Levelloggers (OR EQUAL) and cables in all twelve (12) wells on the USDA Property.

o The production wells will be equipped with 1-1/4” access pipe to facilitate installation of the loggers.

o Each of the twelve (12) wells will be equipped a Levelsender (OR EQUAL) to collect the water level data automatically and transmit the data back to a USDA computer.

o Install a Barologger (OR EQUAL) in one (1) well to monitor atmospheric pressure.

o The water level data will be collected automatically and can be sent to MCWMA Staff and other authroied users of the data.

DELIVERABLES
