About this file
This is a NASA Sole Source Justification and Determination form recommending negotiation with a single vendor for ABAR calibration and certification services.
NASA's Shared Services Center seeks to contract with Conrad-Kacsik Instrument Systems, Inc. for annual periodic calibration and certification services for two ABAR vacuum furnaces located in building 1148 at NASA Langley Research Center. The furnaces, built in 1973 and 1981, are used to perform critical heat treatments on Class A spaceflight hardware requiring documented calibration and temperature uniformity certification. The estimated period of performance is December 15, 2026, through September 27, 2027, with total estimated cost redacted. The justification for sole-source procurement cites Conrad-Kacsik's accreditation, experience with NASA's specific aging equipment, and prior provision of initial certification and subsequent verifications. Using an alternative vendor would present technical risk of invalidating existing certification due to vendor unfamiliarity with the equipment's age and performance capabilities, potentially compromising critical spaceflight hardware if heat treatment is compromised by incorrect calibrations. Schedule and cost impacts would flow from the technical risk, increasing both time and expense required to obtain certified heat treatments. No additional comments are provided on the form.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☒I recommend that NASA, NASA Shared Services Center negotiate with Conrad-Kacsik Instrument Systems, Inc. only for ABAR calibration and certification services. The total estimated cost of this effort is and the estimated period of performance is 12/15/2026 – 9/27/2027.
OR
Brand Name Justification:
☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured.
The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
This contract is for an annual service contract with Conrad-Kacsik Instrument Systems, Inc. to perform periodic calibration and certification of two ABAR vacuum furnaces installed in building 1148 at NASA Langley Research Center. These ABAR furnaces are being used to perform critical heat treatments for Class A spaceflight hardware requiring documented calibration and temperature uniformity certification.
The ABAR vacuum heat treatment furnaces are older pieces of equipment (built in 1973 and 1981), so most vendors are not familiar with their operations and setup. Conrad-Kacsik is an accredited provider of furnace certifications that has experience with our specific hardware. Conrad-Kacsik provided the initial certification and subsequent verifications, so the continuity of remaining with the same service provider ensures the best option for maintaining consistency in our certification of both furnaces for use on critical hardware.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
The technical risk of using another vendor is the potential for invalidating our existing certification due to unfamiliarity with the age and performance capabilities of our NASA-owned ABAR equipment. Loss of certification or incorrect calibrations have the potential of damaging critical Class A spaceflight hardware if the heat treatment is compromised due to an incorrect calibration adjustment. The schedule and cost risks flow from this technical risk have the potential to increase the cost and time required to obtain certified heat treatments.
