About this file

This is a Statement of Work for congressional training courses to be procured and delivered to NASA employees and leaders during Fiscal Year 2027.

The Office of the Chief Human Capital Officer seeks external training vendor services to deliver five virtual instructor-led courses between January 1, 2027, and December 31, 2027. The courses consist of two 2-day sessions on Congressional Operations (51-80 participants each), two 1-day sessions on The New Congress (81-100 participants each), and one 1-day Congressional Update session (81-100 participants). All instruction will be delivered virtually. The vendor must be The Government Affairs Institute (GAI) at Georgetown University or an equivalent provider with specialized expertise in training executive branch federal employees on congressional processes. Required deliverables include facilitation of interactive learning sessions, provision of pre-work materials and spotlight speakers, technology platform provision with a dedicated technical producer, communications support, course agendas, participant evaluations, and daily and final attendance reports. The training is designed to reinforce OPM Executive Core Qualifications 1 and 5, deepen understanding of congressional processes and their implications for NASA, and relate legislative outcomes and appropriations directly to agency mission impacts. The specified delivery dates are February 2 and April 1, 2027 (The New Congress); May 4-5 and August 3-4, 2027 (Congressional Operations); and June 10, 2027 (Congressional Update). The statement includes requirements for contractor disclosure of artificial intelligence use during contract performance and compliance with OMB memo M-25-22 regarding covered AI systems or services.

Employee Training

1. Objective/Requirements The Office of the Chief Human Capital Officer is requesting external Employee Training sessions be procured and internally hosted for NASA employees and leaders. The primary mission of the congressional courses developed and exclusively delivered by The Government Affairs Institute (GAI) at Georgetown University, are designed by instructors who have served as congressional staff, committee, staff, or policy experts. GAI has a highly specialized niche in training executive branch federal employees, military personnel, and defense officials.

Understanding the Congressional process and key stakeholders is a critical knowledge set for many of our employees. Additionally, understanding the implications of midterm election outcomes regarding congressional leadership and organization, oversight, and the legislative agenda for the 120th Congress is imperative. This training includes vendor-owned curriculum and instructional methodologies that cannot be replicated or substituted without significant schedule and operational impact to NASA's executive development.
