About this file
This is a Statement of Work for COASTER (Counterweight-Offload Astronaut Sensor, Telemetry & Electronics Rig) support services required by NASA Johnson Space Center. The contractor shall provide operations support for gravity offload testing systems used in lunar and Martian operational concept development and Human-In-The-Loop testing. Services include COASTER Operations Days (both single-arm and dual-arm configurations, all-inclusive), remote Technical Readiness Review (TRR) support on a person-day basis with no travel required, and Atlas EXCON Suit v4 rentals. Operations Day All-Inclusive encompasses full equipment operation and supervision, system calibration, safety verification, maintenance including materials, travel to JSC as needed, and on-site communication. TRR Support includes preparation, hazard analysis, remote participation as System Representative, and action closeouts. The contractor must provide on-the-job training and technical mentorship to Space Vehicle Mockup Facility operators and test directors toward full operational proficiency. The work period is 12 months from Award and Occupancy (ARO).
The Statement of Work specifies base requirements of 30 person-days of Atlas Engineering/TRR support with no travel and 5 daily Atlas EXCON Suit v4 rentals, along with optional provisions for up to 6 separate COASTER Dual-Arm Operations Days and up to 6 separate COASTER Single-Arm Operations Days, with additional optional person-days for TRR support (totaling up to 70 optional person-days across multiple options) and 5 additional optional daily suit rentals. Performance location is NASA Johnson Space Center, 2101 E NASA Parkway, Houston, TX 77058. The contract structure includes base line items and 17 options with specific part numbers for each service category.

STATEMENT OF WORK
1. Objective/Requirements
NASA Johnson Space Center (JSC) requires continued Atlas Devices Counterweight-
Offload Astronaut Sensor, Telemetry & Electronics Rig (COASTER) Support Services to support suited and unsuited gravity offload testing. COASTER is a connected sensor/suit telemetry and offload system used with space suits to create simulated gravity environments for lunar and Martian operational concept development, hardware evaluation, and Human-In-The-Loop (HITL) testing, with two independent arms capable of facilitating separate tests.
Commercially provided support services are required to mitigate overloading of test support organizations and TRR personnel infrastructure, both of which are currently overbooked at JSC. The xEVA Systems/Artemis Program have identified FY27-FY28 as critical periods for gravity offload testing in support of Artemis surface missions, including Sortie Suit qualification testing ahead of Artemis IV.
Effective October 1, 2026, the Space Vehicle Mockup Facility (SVMF) assumed operational ownership of COASTER. Atlas Devices has transitioned from the primary operator to a vendor support role, providing on-call technical assistance, maintenance support, and subject matter expertise while SVMF operators and test directors complete on-the-job training (OJT) toward full operational proficiency.
2. Characteristics, Scope, and Specs
The Contractor shall provide COASTER Operations Days (single-arm and dual-arm, all-inclusive), remote TRR support (person-days, no travel), and Atlas EXCON Suit v4 rental as needed to support test events.
Operations Day All-Inclusive includes COASTER operation and supervision, test initiation, equipment checks, structural and electrical integrity verification, calibration, safety, inventory and function checks for COASTER telemetry system, hardware, and suit/harness interfaces, pre- and post-run full system maintenance including materials, travel as required, and on-site communication.
TRR Support includes TRR preparation, hazard analysis support from initial establishment through test-specific updates, TRR call participation as System
Representative for COASTER (remote), and action close-outs.
A person-day is defined as one person working one full 8-hour day. Multiple Operations
Days All-Inclusive apply when personnel must travel to JSC and work more than one day. Atlas shall provide OJT support and technical mentorship to SVMF operators and test directors as they progress toward full operational proficiency.
