About this file

This is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source or Brand Name document dated March 15, 2017 (Version 2.0).

NASA recommends soliciting only from vendors who can provide the FARO FOCUS I.1 3D Laser Scanner brand name from FARO Technologies, Inc. for Langley's Center of Disaster (COD). The total estimated cost is redacted, with an estimated period of performance or lead-time for delivery of 30 days ARO (As Required/After Receipt of Order). The justification for this brand name limitation is based on the proposed acquisition of the latest-generation FARO laser scanning system to modernize existing equipment and support remote sensing and surveying operations. The team's current FARO laser scanners are approximately seven years old, resulting in increased costs for extended warranties, maintenance, and annual calibration. The acquisition will provide access to the manufacturer's latest scanning technology while maintaining continuity with established workflows and operational procedures. The remote sensing scanning team and surveyors possess extensive experience with FARO equipment and software, which minimizes training requirements, reduces workflow disruptions, and maintains operational efficiency.

The document indicates that alternative FARO and Trimble products were evaluated but did not meet the required combination of scanning speed and accuracy specifications. Selecting a slower system would increase scan times and jeopardize contract schedules. Additionally, a system from another vendor would require additional software purchases and workflow integration costs. The FARO system best supports operational efficiency, schedule compliance, and continuity with existing workflows while minimizing additional costs and disruptions to the government.

Brand Name Justification:

☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject band name from FARO Technologies, Inc. for Langley COD FARO FOCUS I.1 3D LASER SCANNER. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 30 Days ARO.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

The proposed acquisition of the latest-generation FARO laser scanning system will modernize existing equipment and support continued mission requirements for remote sensing and surveying operations. The team’s current FARO laser scanners are approximately seven years old, resulting in increasing costs associated with extended warranties, maintenance, and annual calibration. Acquiring a new FARO system will provide access to the manufacturer’s latest scanning technology while maintaining continuity with established workflows and operational procedures. The remote sensing scanning team and surveyors have extensive experience with FARO equipment and software, making continued use of the FARO platform advantageous for minimizing training requirements, reducing workflow disruptions, and maintaining operational efficiency. This acquisition will support equipment modernization, help manage ongoing maintenance costs, and sustain the team’s ability to deliver accurate, reliable, and efficient laser scanning and surveying services.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Alternative FARO and Trimble products were evaluated but did not meet the required combination of scanning speed and accuracy. Selecting a slower system will increase scan times and jeopardize contract schedules. A system from another vendor would also require additional software purchases and workflow integration. The proposed FARO system best supports operational efficiency, schedule compliance, and continuity with existing workflows while minimizing additional costs and disruptions.
