About this file

This is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source or Brand Name document, dated March 15, 2017 (Version 2.0).

NASA Goddard Space Flight Center requires a Yateks 3D video borescope system, specifically the Yateks Realta 3D model, to be procured from InterTest, Inc./Yateks. The estimated period of performance or lead-time for delivery is 1-2 weeks ARO. The Government conducted comprehensive market research by contacting five manufacturers and evaluating seven videoscope systems through product demonstrations, trial units, and hands-on testing. The Yateks Realta 3D was selected as the sole source because it uniquely combines motorized 360-degree articulation, full-HD onboard monitor, interchangeable probe heads, non-proprietary battery/data connections, forward-facing stereo 3D measurement, dual-view imaging, and full-HD imaging in a single integrated system. While other systems could satisfy individual requirements, only the Yateks system provided all required capabilities in one integrated solution and demonstrated strong performance during testing at among the lower costs evaluated.

Failure to procure the Yateks Realta 3D system would significantly impact GSFC Materials Group's ability to perform critical mission-related inspections. Several required inspection tasks involve complex geometries, extremely confined spaces, and limited access that demand the specific imaging, articulation, and 3D measurement capabilities unique to this system. Selecting an alternative could prevent or severely limit the Government's ability to complete inspections accurately and efficiently, potentially requiring additional inspection methods, equipment, or rework. Competition is determined to be impractical for this acquisition.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

Brand Name Justification:

I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject band name from InterTest, Inc./ Yateks for Yateks 3D video borescope system. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 1-2 Weeks ARO.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

NASA Goddard Space Flight center has a requirement for the Yatek Hardware. The Government contacted five manufacturers/vendors and evaluated seven videoscope systems through product demonstrations, trial units, and hands-on testing with representative hardware. While other systems could satisfy individual requirements, only the Yateks Realta 3D provided the required combination of motorized 360-degree articulation, full-HD onboard monitor, interchangeable probe heads, non-proprietary battery/data connections, forward-facing stereo 3D measurement, dual-view imaging, and full-HD imaging in a single integrated system. The Yateks Realta 3D also demonstrated strong performance during testing and was among the lower-cost systems evaluated. Therefore, the Yateks Realta 3D is specified by brand name because its combination of required capabilities, configuration, and demonstrated performance meets the Government's technical requirements.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Failure to procure the required Yateks Realta 3D system would significantly impact the GSFC Materials Group's ability to perform critical inspections. Several required inspection tasks involve complex geometries, extremely confined spaces, and limited access that require the specific imaging, articulation, and 3D measurement capabilities provided by this system. Selecting a less capable alternative could prevent or significantly limit the Government's ability to complete these inspections accurately and efficiently, potentially requiring additional inspection methods, equipment, or rework. Procuring the required system is therefore necessary to ensure the Government can reliably perform these mission-critical inspection activities.
