About this file

This is a Statement of Work (SOW) for the Corrosion Control Program (CCP) Design Services/Condition Survey Support at Kennedy Space Center.

The contract requires one AMPP (Association for Materials Protection and Performance) certified engineer to provide 2,080 hours of design services over 52 weeks at 40 hours per week, with performance targeted for October 1, 2026 through September 30, 2027. Work will be performed at the contractor's facility and Kennedy Space Center. The engineer must conduct field condition assessments of existing coating systems, input data into the Corrbase database program, and identify visible external corrosion while recommending preliminary repair and maintenance actions. Additional responsibilities include entering asset data into Corrbase, performing functional testing of program modules, recommending program enhancements, and assisting with standard report generation. The engineer must support cross-utilization to augment NASA staff inspection capabilities, including in-process coating inspections.

Required qualifications include active AMPP membership with current certified coating inspector certification, working knowledge of industrial coatings, proficiency with MS Office applications and Base Coat programs, familiarity with NASA/KSC corrosion data management processes, and a Class "E" motor vehicle license. The individual must possess the ability to obtain security and physical certifications, demonstrate effective communication skills, and meet physical requirements including tolerance to weather exposure, sufficient mobility to climb and work at heights and in confined spaces, and the ability to lift 50 pounds. The Government will provide office space in cubicle 2100A5, general office supplies, inspection test equipment, digital camera, and a loaner laptop and monitor at no extra cost to the contractor.

STATEMENT OF WORK

CORROSION CONTROL PROGRAM (CCP)

DESIGN SERVICES/CONDITION SURVEY SUPPORT

1. BACKGROUND

Kennedy Space Center (KSC) has billions of dollars invested in facilities and equipment in the coastal environment that require on-going monitoring of the protective coating systems on systems and equipment to ensure system viability and operability. For the past 10 plus years KSC’s operations contractor (Jacobs then Amentum) has maintained a service agreement with a third party to systematically perform and document results of inspections of these systems and equipment. As a result of insourcing, the Government is now in need of service agreement to continue performance of these inspections.

2. PERIOD OF PERFORMANCE (POP)

Engineering “Service” performance period will start within five (5) days from date of award for 52 weeks, includes implementation and close out process of the subcontract documents.

Period of performance is targeted for October 1, 2026 - September 30, 2027

3. PLACE OF PERFORMANCE

Contractor’s facility and Kennedy Space Center

4. SCOPE

Work Description: Provide design services to perform field condition assessments of existing coating systems as defined in NASA/KSC’s Corrosion Control database, input data into the Corrbase database program.

Workload Indicator (WLI): One (1) engineer, AMPP (Association for Materials Protection and Performance) certified Program Specialist, at 40 hours per week for a total of 52 weeks, or equivalent 2080 hours of engineering support.

Design Service Support includes (but is not limited to):

1. Provide a qualified AMPP inspector to assess the condition of existing coating systems, identify and characterize the presence of any visible external corrosion, recommend preliminary repair/maintenance actions in accordance with program guidelines.

2. Input requisite data as required by inspections plans and procedures input to Corrbase program.

3. Entering any other asset data that may be available background information, (e.g.

square foot (SF) costs for materials and labor rates, etc.).

4. Enter other Corrbase data points as directed to support program capabilities.

5. Recommend Corrbase program enhancements and provide technical backup information for review and consideration for upgrades (e.g. estimating function).

6. Perform functional test of Corrbase Program modules, performance verification of data input.

7. The inspector shall assist with printing standard reports that are available within the database software application.

8. The inspector shall support cross-utilization to augment other NASA staff inspection capabilities, such as in-process coating inspection.

Knowledge, Skills, and Abilities:

1. Active member of AMPP and hold current certification as a certified coating inspector.

2. Effective verbal and written communication skills.

3. Ability to hold the necessary security clearances.

4. Ability to hold necessary physical certifications.

5. Ability to interact effectively with co-workers and managers.

6. Must have working knowledge of industrial coatings and application of special coating systems.

7. Proven computer skills utilizing MS Office, Excel, Word, and Base Coat programs.

8. Familiar with NASA/KSC corrosion data management and reporting processes.

9. Must possess or have the ability to obtain a Class “E” motor vehicle license.

Physical Requirements

1. Must be able to tolerate exposure to the elements (e.g. hot/cold weather, rain).

2. Exposure to loud noise using appropriate PPE.

3. Must have sufficient mobility to climb and work at heights and in confined spaces as required.
