About this file
This is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source document recommending sole source procurement from R.E. Mason for renewal of their Support Service Agreement. The period of performance is November 1, 2026 through October 31, 2027. The document is dated March 15, 2017 (Version 2.0).
NASA Langley Research Center has implemented multiple Emerson Products including DeltaV, Machinery Health Manager, Meridium, Valvelink, Device Manager, and WirelessHART mesh infrastructure for facility monitoring. The center also uses complementary solutions from Emerson partners including IBM Maximo (CMMS) and OSIsoft Pi (Historian). R.E. Mason, the only certified Emerson business partner authorized in the Commonwealth of Virginia, provides annual maintenance and support services for DeltaV, Machinery Health Manager, and Valvelink through phone and on-site support encompassing programming assistance, troubleshooting, software patch implementation, report generation, and equipment evaluation. The Steam Plant, identified as critical infrastructure at the center, requires R.E. Mason's services to support ongoing projects and ensure continued facility operations without disruption. The justification for sole source selection emphasizes that only Emerson or its approved Value Added Resellers can sell maintenance agreements on Emerson equipment, making compatibility with existing systems impossible through alternative vendors. Selecting a different vendor would create incompatibility issues, cause project downtimes, and create operational risk to existing and planned projects at the facility.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☒I recommend that NASA, NASA Shared Services Center negotiate with R.E. Mason only for R.E.
Mason Support Service Agreement Renewal. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 11/01/2026 – 10/31/2027.
OR
Brand Name Justification:
☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Manufacture Name for Product being purchased . The total estimated cost of this effort is $Dollar Amount and the estimated period of performance or lead-time for delivery is Date .
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
NASA Langley has invested in a number of Emerson Products, including DeltaV, Machinery Health Manager, Meridium, Valvelink, Device Manager and the WirelessHART mesh infrastructure for water and sanitary meters. In addition, the center has implemented a number of products from Emerson solution partners, these include IBM Maximo (Computerized Maintenance Management System - CMMS) and OSIsoft Pi (Historian). RE Mason’s support is not only needed for the continued operations of that facility but also to support the various critical Steam Plant projects underway. There is a critical need for the services to ensure that the projects are completed on time and do not impact existing or other projects and place them at risk. The Steam Plant is a critical infrastructure at the Center and provides steam to the various facilities on the campus. R.E. Mason supports NASA Langley via an annual Service Contract for DeltaV, Machinery Health Manager, and Valvelink providing both phone and on-site support for programming assistance, troubleshooting, software ‘patch’ implementation, report generation, and equipment evaluation. This request is for the annual maintenance and support of the Emerson systems and associated equipment at the Steam Plant in accordance with the attached service agreement reviewed and agreed upon by NASA Owners and RE Mason.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Selecting a different vendor for the annual service agreement is not possible since it would not be compatible with the current support already in place. Also, this would cause downtimes in existing projects since another vendor’s services would not support current system environment. Only Emerson or its approved Value Added Resellers (R.E. Mason) can sell maintenance agreements on their equipment.
R.E. Mason is the only certified Emerson business partner authorized in the Commonwealth of Virginia.
