About this file
This is a Statement of Work (SOW) for the NASA Science Mission Directorate's NASA LEADS Program, requiring contractor design and delivery of two virtual, synchronous leadership courses totaling 40 contact hours (20 hours each).
The contractor must develop and execute two courses: "Leading in the Global Technical and Scientific Communities" and "Leading for Technical and Scientific Innovation," each delivered to approximately 30 participants over 4-5 days. Course content covers NASA strategic planning, federal regulatory structures, internal planning tools, portfolio management, global partnerships, innovation strategies, and change management specific to federal government operations. The contractor shall provide a conceptual design, participant materials, instructor guides, and electronic agendas; deliver synchronous instruction with classroom management; provide a technical coordinator to manage MS Teams virtual environments; offer learning support throughout delivery; and conduct comprehensive program evaluation within 45 days of completion. All synchronous sessions must accommodate NASA employees across all time zones (ET to PT) during 11:00 am–5:00 pm hours, with breaks factored into scheduled time. Deliverables must be completed by end of calendar year 2028, with all materials hosted and archived on NASA servers granting the agency unlimited rights.
Contractor personnel must include PhD-level instructors with doctoral degrees in Business Administration, Sociology, Science Technology and Society (STS), or closely allied fields, combined with five years of directly related experience in high-level federal government employment, university-level teaching, or research/publication history. Government-relevant expertise is mandatory; general leadership education is insufficient. Course-specific expertise is required: instructors for the global communities course need expertise in global strategic management and federal strategy implementation; instructors for the innovation course need expertise in technical innovation management, venture creation, and federal change management. The contractor may also provide a course developer (same qualifications as instructor), instructional designer with bachelor's degree plus two years specialization experience, and technical coordinator familiar with collaboration platforms. The contract is firm-fixed-price with a 24-month period of performance from award date, monthly invoicing, and no travel requirements or government facility access needed.

Statement of Work (SOW)
Project: SMD NASA LEADS Program
TASK TITLE:
Talent Development
FUNCTIONAL AREA:
Talent Development
The required HC functional area(s) is for the Contractor to design and execute two NASA LEADS courses.
Each course is virtual, synchronous, and 20 hours long (for a total of 40 contact hours).
SERVICE DELIVERY LEVEL:
Science Mission Directorate – Enterprise Level
GENERAL INFORMATION
1.0 Scope of Work:
The Contractor will partner with NASA to update and deliver two courses: (1) Leading in the Global Technical and Scientific Communities and (2) Leading for Technical and Scientific Innovation. These courses will be taught as part of the upcoming NASA Science Mission Directorate's NASA LEADS Program. Scope includes the course updates, course execution, and course evaluation.
2.0 Background:
This Statement of Work describes the requirements for NASA to provide these two courses, which are part of a sequence and will be taught in as part of the NASA LEADS program. A key component of these courses is that they rely on coordinating and expanding materials taught in the previous course. NASA LEADS is one of the initiatives emerging from SMD's 2020 Science Workforce Study, aiming to increase preparedness for key science positions and career paths. The program uses formal (e.g., courses), informal, and experiential learning to develop a cadre of science leaders. Coursework is targeted specifically for scientists, who often have career paths with fewer formal leadership opportunities and a more complex partnership operational environment.
3.0 Objectives:
3.1. Leading in the Global Technical and Scientific Communities Course Objectives:
Participants in the "Leading in the Global Technical and Scientific Communities" course will articulate how scientists and science leaders can enhance NASA’s global competitiveness. Participants will familiarize themselves with global trends and their impact on NASA’s current and future scientific leadership.

3.1.1. Course Area 1:
How is the NASA Science strategic planning different and what are the consequences of these differences:
• Federal government regulatory structure relevant to NASA’s innovation investments, including the role of OMB and Congress.
• Articulate how national priorities, congressionally mandated decadal surveys (51 U.S.C. 20305), mission selections, technology innovations, and major discoveries shape NASA’s science innovation portfolio.
• What makes NASA's strategy different from commercial R&D organizations
3.1.2. Course Area 2:
Discuss internal planning tools that can be used to align internal planning with high-level strategy:
• Discuss internal planning tools that can be used to align internal planning with high-level strategy
(business model canvas, SWOT, balanced scorecards; MVPs, pilots, experimentation; RFIs/proposals, announcements of opportunity, Decadal Survey prioritization) and for assessing portfolio breadth, risk, and technology readiness levels (TRL). Understand how to use these tools within the constraints of federal planning cycles and appropriations.
3.1.3. Course Area 3:
Align and integrate activities, projects, programs, and missions at different scales (e.g., funding, duration, impact) with the Agency's overarching strategy to accelerate the delivery of science:
• Align and integrate activities, projects, programs, and missions at different scales (e.g., funding, duration, impact) with the overarching strategy of the Agency and global drivers of scientific innovation and breakthroughs.
• Hone skills to develop cooperative alliances with internal and external partners at NASA, other government agencies, universities, and the private sector. Identify champions and early adopters.
• Understand and integrate rewards and workforce needs into implementation plans in ways that are aligned with strategic aims.
3.2. Leading for Technical and Scientific Innovation Course Objectives:
The "Leading for Technical and Scientific Innovation" course will include areas described in the following course areas.
3.2.1. Course Area 1:
Determine how to best use NASA’s position as a government agency to produce innovations and scientific breakthroughs:
Page 3 Version 20260828
• Introduce techniques for assessing the breadth and mix of scientific portfolios in terms of risk, technology readiness, and level of investment.
• Understand and integrate rewards and workforce needs into implementation plans in ways that are aligned with innovation goals.
• Hone skills to develop cooperative alliances networks (with the private sector, across NASA, other government agencies, private sector, and academia), champions, and early adopters of ideas and projects.
3.2.2. Course Area 2:
Determine how to best use NASA’s position as an organization with global reach to produce innovations and scientific breakthroughs:
• Discuss what key global market structures have bearings on innovation and science breakthroughs
(e.g., commercialization of low-Earth orbit (LEO)).
• Discuss the opportunities and risks of establishing global scientific and technological partnerships
(including public-private partnerships and international partners in peer and rival nations, including
ESA, JAXA, etc.).
3.2.3. Course Area 3:
How to plan, coordinate, and communicate change to cultivate commitment to shared goals and effectively deliver science products:
• Design change campaigns based on key strategic goals and aligned with technological, financial, and time constraints.
• Gain downstream, upstream, and lateral buy-in for change aligned with NASA's science strategy.
• Map potential obstacles to strategy execution (e.g., escalating complexity, volatile environments).
• Manage the impact individuals' personalities, attitudes, motivations, team dynamics, and organizational processes have on accomplishing NASA science objectives.
• Create an environment that enables team members to adapt and thrive in the desired future state.
• Support ongoing communication and feedback from stakeholders at all levels and all stages of change initiatives.
