About this file

This document is a Sole Source Justification and Recommendation for Procurement submitted by NASA's Shared Services Center.

NASA recommends negotiating exclusively with Black Swift Technologies, LLC for the BlackSwift S0 Unmanned Aerial System (UAS) Flight System. The estimated period of performance or lead-time for delivery is 30 days After Receipt of Order (ARO). The justification emphasizes that the S0 system provides a unique combination of flight capabilities, launch-tube compatibility, and telemetry requirements necessary for planned Science Mission Directorate experiments. The system is compatible with standard launch tubes used on NASA aircraft and offers specific data telemetry capabilities required for planned flight operations. Additionally, selecting the S0 system—the same system currently operated by NOAA—enables the Government to leverage existing flight operations knowledge, procedures, and experience while supporting collaboration with other government organizations. The recommendation states that selecting an alternative UAS vendor would negatively impact the Government by introducing additional integration and testing requirements, delaying planned research activities, and reducing interoperability with government partners that currently operate the S0 system. The document was signed on 8/31/26.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☒I recommend that NASA, NASA Shared Services Center negotiate with Black Swift Technologies, LLC only for BlackSwift S0 UAS Flight System. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 30 Days ARO.

OR

Brand Name Justification:

☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

The Black Swift Technologies S0 UAS Flight System provides the unique combination of flight capabilities, launch-tube compatibility, and telemetry required to support planned Science Mission Directorate (SMD) experiments. The S0 system is compatible with the standard launch tubes used on NASA aircraft and provides the specific data telemetry capabilities required for the planned flight operations. Additionally, selecting the same system currently used by NOAA will provide hardware and operational similitude, enabling the Government to leverage existing flight operations knowledge, procedures, and experience while supporting planned collaboration with other government organizations.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Selecting an alternative UAS vendor or brand would negatively impact the Government by introducing additional integration and testing requirements and delaying planned research activities. Use of a different system could also reduce interoperability and complicate collaboration with government partners that currently operate the S0 system, limiting opportunities to share established procedures and operational experience.
