About this file

This document is a Statement of Objectives (SOO) for NASA's FY27 Construction Industry Institute (CII) membership renewal.

NASA seeks to reinstate its lapsed annual membership with the Construction Industry Institute to support the Agency's Construction of Facilities (CoF) Program. CII is identified as the only construction-related organization that addresses the entire construction process lifecycle, from pre-project planning through demolition, distinguishing it from discipline-specific organizations such as ASHRAE and ASCE. The membership will provide NASA access to construction-related references, best practices, and cost reduction strategies. A key tool highlighted is the Project Definition Rating Index (PDRI), a CII-developed methodology widely used by members that has demonstrated substantial cost savings across the construction industry.

The primary deliverable is access to CII's premier construction industry collaboration platform for research and development, training, and knowledge sharing. This access will enable NASA to improve safety, technology, cost management, and schedule predictability across its project portfolios. The period of performance is 365 calendar days from the date of award.

NASA FY27 Construction Industry Institute (CII) membership

Scope

Update NASA’s lapsed annual membership to Construction Industry Institute (CII). The vast construction related references, best practices, and reduced construction cost history created through the CII membership will support the Agency Construction of Facilities (CoF) Program in seeking best practices and cost efficiencies in construction.

Tasks

CII is the only known construction-related organization to improve the construction process from pre-project planning through demolition. Other societies and organizations exist that only address discipline-specific systems, for example heating, ventilating, and air conditioning (ASHRAE) or civil engineering (ASCE). One example is the Project Definition Rating Index (PDRI) that is widely used by CII members. Overall savings to the construction industry when using the CII-developed PDRI is quite substantial.

Deliverables

Provide access to premier construction industry site for collaboration, research & development and training to enable improved safety, technology, cost, and schedule predictability across project portfolios.

Period of Performance

The period of performance is expected to be 365 calendar days from date of award.
