About this file

This is a Brand Name Justification document issued by NASA Shared Services Center recommending single-source procurement from IO Industries Inc for an IO Industries Camera and RodeoGrande Kit with an estimated delivery period of 30-45 days after receipt of order.

The procurement supports NASA's Artemis-IV High Speed Digital Imagery (HSDI) program and is intended for qualification testing on the mobile launch platform at Kennedy Space Center, including vibration testing. The justification establishes that this specific camera system is the only reasonably available source due to extensive existing systems, workflows, and infrastructure already implemented at KSC. According to trade study specifications, this camera system scored highest for potential survival of Artemis launch conditions and requires physical testing to verify findings. The document identifies that selecting an alternative vendor would impose significant cost and schedule delays, requiring additional studies to validate alternate products against program requirements, and would create implementation challenges with existing infrastructure and testing division compatibility. The contracting officer, Kimberlyn Lancaster, accepted the recommendation and determined that only one source is reasonably available, authorizing the brand name justification under FAR 13.106-1(b)(1)(i) for an open market purchase exceeding $25,000 that will be synopsized in the Government-wide Point of Entry and attached to the contract.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☐I recommend that NASA, NASA Shared Services Center negotiate with Vendor only for Product being purchased . The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

OR

Brand Name Justification:

☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from IO Industries Inc for IO Industries Camera and RodeoGrande Kit.

and the estimated period of performance or lead-time for delivery is 30 – 45 days ARO.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

High Speed Digital Imagery (HSDI) Artemis-IV requires this specific camera system for qualification testing on the mobile launch (ML1) platform including vibration testing. Extensive systems, workflows, and other artifacts are in place within NASA Kennedy Space Center (KSC) and this procurement is a continuation of the existing implemented setup. Unique aspects of this product are taken as assumed in current work processes and system architecture.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Via trade study specifications, the government has determine this camera system has a higher score to potentially survive Artemis launch conditions and needs this specific camera system to physically test and verify initial findings. Selection of another product will impose additional costs and schedule delays on the government in the form of additional studies to determine if an alternate unknown product will meet program requirements. Procurement of another brand would create implementation challenges for existing infrastructure and compatibility across the testing division. To pursue the evaluation or procurement of an alternate hardware solution would be both operationally cost and time prohibitive.
