RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
Brand Name Justification:
☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Flow International Corp for Flow Mach 500 Waterjet System. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 05/31/2027.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The Flow International Corporation Mach 500 Waterjet System is required to replace the existing Flow waterjet table currently operating in the Prototype Development Lab at Kennedy Space Center and is needed to support upcoming Programs including Artemis. The requested Flow system is uniquely suited to the facility because it is compatible with the existing electrical infrastructure and laboratory layout, requiring no infrastructure modifications. Alternative waterjet systems would require installation of new electrical service, resulting in additional cost, procurement and construction lead time, and extended facility downtime, thereby increasing schedule risk to Artemis support. Because the facility currently operates a Flow system, the newer Flow Mach 500 can be installed as a direct replacement within the existing configuration, minimizing the period during which waterjet cutting capability is degraded or unavailable. Additionally, facility operators are already trained and proficient in Flow's control software and programming interface, eliminating the need for operator retraining and allowing the replacement system to be placed into production immediately following installation. Collectively, these factors make the Flow Mach 500 the most suitable replacement and enable the lab to restore full waterjet capability significantly faster than an alternative-brand system, thereby minimizing the period during which the facility would be unable to support Artemis requirements.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Restricting this acquisition to a different brand would require new electrical infrastructure and operator retraining, extending equipment downtime, software requalification, and directly increasing schedule risk to Artemis III at a time when the current unit is already unreliable and at risk of failure.
