About this file

This is a Recommendation and Determination to Solicit from One Source or Brand Name form from NASA Shared Services Center, signed by Contracting Officer Kimberylynn Lancaster on January 18, 2023. The document justifies a brand name acquisition for a FUJINON 4K Studio/Field Lens Model UA125×8BESM from FUJIFILM Corporation, with an estimated delivery period of 30 days after receipt of order (ARO). The estimated total cost is redacted from the publicly available version.

The justification centers on upgrading an existing Fujinon imaging payload from 1080p to 4K resolution while maintaining compatibility with existing mechanical and communications interfaces, mounting configuration, and system architecture. The technical rationale emphasizes that selecting the same manufacturer minimizes integration risk, leverages decades of proven engineering experience with Fujinon equipment, and provides confidence in reliability for harsh operating environments. The document notes that sourcing an alternative manufacturer would introduce significant technical, cost, and schedule risks, including the need for redesign and fabrication of a new optical bench, environmental revalidation, development of new software interfaces, control architecture modifications, and potential physical or digital incompatibilities. Additional impacts include differences in size, weight, and power specifications that could require extensive payload modifications resulting in schedule delays and increased engineering costs. The recommendation is authorized under FAR 13.106-1(b)(1)(i) for Brand Name Justification applicable to open market purchases over $25,000, with the justification to be synopsized in the Government-wide Point of Entry (GPE). The technical user Matthew Boyda, Research Aerospace Technology Specialist in Optical Physics at Langley Research Center (LARC), provided the justification on August 11, 2026.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

The Fujinon 125x8 lens is required to upgrade an existing Fujinon imaging payload from 1080p to 4K while maintaining similar magnification, mounting configuration, and system compatibility. Selecting the same manufacturer minimizes integration risk by preserving existing mechanical and communications interfaces and allows the Government to leverage decades of engineering experience with Fujinon equipment. Additionally, Fujinon imaging hardware has a proven history of reliable performance in the applicable harsh operating environment, providing greater confidence in the lens's reliability and suitability for the mission.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Selecting a lens from a different manufacturer would introduce significant technical, cost, and schedule risks to the program. Integration would likely require redesign and fabrication of a new optical bench, environmental revalidation, development of new software interfaces, and modifications to the existing control architecture. These changes would substantially increase non-recurring engineering costs and could result in unforeseen physical or digital incompatibilities that prevent the lens from being fully integrated or remotely controlled as intended. Additionally, differences in size, weight, power, and system interfaces could require extensive payload modifications, resulting in schedule delays and further engineering costs. Retaining the existing manufacturer minimizes these risks and provides the most practical, cost-effective path to achieving the required capability.
