About this file
This document is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source or Brand Name, dated July 31, 2026. NASA recommends negotiating exclusively with vendors authorized to provide the Julabo PRESTO W40 208V/60Hz Highly Dynamic Temperature System, with an estimated delivery lead-time of November 1, 2026. The justification establishes that the Julabo PRESTO W40 is the sole temperature-control system meeting NASA's complete technical and operational requirements for cooling the Vacuum Plasma Spray (VPS) stage using GALDEN® HT-135 fluid.
The document details that the PRESTO W40 is uniquely capable of maintaining stable temperatures under rapidly fluctuating thermal loads during plasma operation, offering a working temperature range of –40°C to +250°C, temperature stability to ±0.01°C, high-capacity circulation pumps for high-density engineered fluids, and manufacturer-validated GALDEN® HT-135 compatibility. Alternative chillers lack GALDEN® compatibility, adequate cooling capacity, required flow and pressure specifications, or the high-dynamic thermal response necessary for stable operation with vacuum-adjacent hardware experiencing high transient heat flux. Substituting alternative equipment would necessitate coolant replacement, VPS chamber requalification, contamination-control analysis, cooling loop redesign, and custom plumbing modifications, resulting in significant technical risks, schedule delays, increased labor costs, potential hardware damage, reduced test repeatability, and operational downtime that would compromise ongoing materials development campaigns and plasma-spray testing throughput.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
Brand Name Justification:
☒I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject brand name from Julabo for PRESTO W40 208V/60HzHighly Dynamic Temperature System. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 11/01/2026.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The Julabo PRESTO W40 is the only temperature-control system that meets NASA’s full technical and operational requirements for cooling the Vacuum Plasma Spray (VPS) stage using GALDEN® HT-135. The VPS system requires a high-dynamic chiller capable of maintaining stable temperatures under rapidly fluctuating thermal loads generated during plasma operation. Most commercially available chillers are not rated for GALDEN® fluids, cannot provide the required cooling capacity at the necessary flow and pressure, or cannot maintain stable operation when connected to vacuum-adjacent hardware with high transient heat flux.
Market research confirms that while multiple vendors can sell Julabo equipment, no other brand or model provides the required combination of GALDEN compatibility, high-dynamic thermal response, precise temperature stability, and seamless integration with the existing VPS cooling loop. The PRESTO W40 offers a working temperature range of –40 °C to +250 °C, temperature stability down to ±0.01 °C, high-capacity circulation pumps capable of supporting high-density engineered fluids, and manufacturer-validated compatibility with GALDEN®
HT-135.
Alternative chillers would require replacing the coolant with a different fluid, redesigning the cooling loop, or modifying vacuum-adjacent hardware, none of which are acceptable for VPS’s operational and contamination-control requirements. Because the PRESTO W40 is the only brand and model that satisfies all technical specifications without redesigning the system, a Brand Name justification is required.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Using another vendor or brand would result in significant technical, schedule, and cost impacts. Most alternative chillers cannot safely circulate GALDEN® HT‑135 and would require switching to a different coolant, which would necessitate requalification of the VPS chamber, new contamination‑control analysis, and redesign of the cooling loop. This would delay testing campaigns and introduce risk to hardware. Non‑Julabo systems also lack the high‑dynamic thermal response needed to stabilize the stage
Page 2 V2.0 3-15-2017 temperature during plasma operation. Insufficient cooling capacity or slow thermal response would lead to overheating, thermal drift, or unplanned shutdowns, compromising data quality and potentially damaging the stage or chamber hardware. Integrating a non‑compatible chiller would require custom plumbing, new fittings, and engineering labor, increasing cost and extending downtime for the VPS facility. Operationally, selecting another brand would jeopardize test repeatability, reduce thermal stability, and increase the likelihood of maintenance issues or failures. These impacts would delay ongoing materials development campaigns, increase labor costs, and reduce throughput for plasma‑spray testing. The Julabo PRESTO W40 avoids these risks by providing the only fully compatible, high‑dynamic, GALDEN‑rated solution.
