About this file
This Statement of Work outlines a 12-month effort for a contractor to establish a production-ready foundation for AI-assisted access to engineering standards and operational engineering data at NASA. The primary objective is to migrate and enhance a prototype Copilot Studio Standards Agent and Power BI dashboard from a development environment to a NASA-approved production environment while establishing a scalable, reusable data architecture.
The contractor's key deliverables include: migrating the existing Copilot Studio Standards Agent and configuring NASA IT–approved connections, authentication, and publishing channels; publishing the Power BI dashboard and semantic model into a NASA-approved workspace with NASA-managed connections; inventorying OCE (Office of Chief Engineer) workbooks, owners, update cycles, and known quality issues; collaborating with subject-matter experts to define data entities, identifiers, relationships, and controlled terminology; selecting and implementing a NASA-approved relational database service (SQL Server, PostgreSQL, Azure SQL, or equivalent); building a staging and curation workflow that preserves source values and applies quality rules; defining representative standards, reporting, and operational questions; validating the standards agent and Power BI functionality against prototype use cases; conducting a focused pilot evaluation of Ask Sage for integration with the knowledge base; documenting approved read-only APIs and access boundaries for AI interfaces; and producing a benchmark and lessons-learned report addressing usability, traceability, technical fit, and next steps. The work is performed at Florida Institute of Technology in Melbourne, Florida, with a period of performance from September 1, 2026, through August 31, 2027.

STATEMENT OF WORK
1. Objective/Requirements
The current smart structured-query effort has demonstrated the feasibility and operational value of AI-assisted access to engineering standards, structured metadata, and related reporting assets. The demonstrated Copilot Studio Standards Agent, Power BI dashboard, and supporting automation provide a strong starting point for production deployment. Implementation experience has identified an opportunity to establish a more reusable foundation that can support not only standards, but also operational engineering data, technical repositories, and future AI-enabled workflows.
2. Characteristics, Scope, and Specs
The Contractor shall perform the following duties:
• Migrate the existing Copilot Studio Standards Agent from the FIT prototype environment to a NASA-approved Copilot Studio environment.
• Support NASA IT in configuring approved connections, authentication, permissions, publishing channels, and operational ownership.
• Publish the existing Power BI dashboard and semantic model into a NASA-approved workspace and replace prototype connections with NASA-managed connections.
• Inventory the initial OCE workbooks, owners, update cycles, known quality issues, and priority reporting questions.
• Conduct short working sessions with OCE subject-matter experts to define key entities, identifiers, relationships, controlled terminology, and data ownership.
• Select a NASA-approved relational data service after discovery; candidate technologies may include SQL Server, PostgreSQL, Azure SQL, or another approved managed service.
• Build a limited staging and curation workflow that preserves source values and lineage, applies crosswalks and quality rules, and publishes reusable reporting views.
• Define a representative set of standards, reporting, and operational questions in collaboration with OCE users.
• Validate the standards agent against the demonstrated prototype use cases and confirm response quality, citation behavior, and access control.
• Validate Power BI refresh, access, semantic-model behavior, and representative natural-language questions over the curated data.
• Evaluate Ask Sage at a focused pilot/recommendation level, with emphasis on how it could interact with the standards knowledge base and approved OCE data products without unnecessary duplication of storage or retrieval infrastructure.
• Expose only approved read-only views or APIs to AI interfaces and document the intended boundary between source systems, curated data, reporting, and AI access.
• Produce a concise benchmark and lessons-learned report addressing usability, traceability, technical fit, integration dependencies, and recommended next steps.
