About this file
This is a Statement of Work (SOW) for NASA's Disasters Program requiring contractor support for outreach and facilitation of the BEACON initiative, a regional hub program for disaster resilience research and applications utilizing NASA data.
The contractor shall execute services across four phases. During the pre-solicitation phase (beginning October 2026), the contractor must establish project governance, conduct a rapid national disaster resilience landscape analysis, produce outreach materials, and execute a proactive two-way listening and matchmaking campaign across the disaster resilience ecosystem. During the solicitation release period, the contractor shall gather ground-level operational realities, barrier analyses, and regional hazard priorities from practitioners to inform NASA's selection and program design, while simultaneously building trust with non-traditional applicants and validating operational challenges. Following project selection, the contractor shall capture insights from the proposal submission phase and develop a comprehensive BEACON Coordination and Technical Assistance Action Plan. During post-award onboarding (following NASA's April 2027 award selections), the contractor shall conduct targeted onboarding, perform individualized technical assistance needs engagements, facilitate the formal BEACON Kickoff Meeting in Fairbanks, Alaska, establish rotating hub governance structure, and deliver final project transition documentation. Work is performed remotely with various locations, with the Kickoff Meeting occurring in Fairbanks, Alaska. The period of performance runs from October 2026 through the June 2027 kickoff meeting.
