About this file

This is a Request for Proposal (RFP) for the procurement of SCAPE (Self-Contained Atmospheric Protective Ensemble) ventilator cylinders for NASA's Kennedy Space Center. The requirement is for 170 carbon composite cylinders (Part Number 10128099-SP) to replace existing inventory that will reach end-of-service in 2027, as current cylinders are prohibited from use beyond 15 years from manufacture date per DOT-SP 10915 regulations. The cylinders must support SCAPE operations across hypergolic, pad, and facility operations by providing breathable air during transit, decontamination, and donning/doffing activities.

The cylinders shall be manufactured to precise specifications including: DOT-SP 10915 compliance, 4500 psi working pressure, 30-minute flow duration, 45 cubic feet maximum volume, maximum weight of 6 pounds 9 ounces empty, carbon composite full-wrap construction with aluminum alloy inner shell, CGA 347 fill port with burst disc relief device, and integrated pressure gauge. Additional requirements include cleaning of all soft goods and seals per CGA-4.1 or ASTM G-93 industry standards with certificate of conformance, cylinder preparation per CGA G-7.1, unfilled condition at shipment, manufacturing within six months of delivery, and zero tolerance for any defects or damage to the composite cylinder. Delivery is to NASA Kennedy Space Center, Central Supply, Building M6-0744, Orlando, Florida 32899, Attention NES ABARCA (SI-D2) and Terrie Hydorn (KPLSS), (321) 861-1646.

Procurement of SCAPE Ventilator Cylinders

1.0 Background

At NASA’s Kennedy Space Center, carbon composite cylinders are used center-wide during Self-Contained Atmospheric Protective Ensemble (SCAPE) operations. SCAPE ventilators provide SCAPE suit users with breathable air during transit to and from the workstation, while in the decontamination shower, and whenever air is needed during donning and doffing. Each complete SCAPE ventilator unit consists of a 30-minute / 4500 psig cylinder attached to a regulator and pneumatic assembly.

These cylinders are certified under DOT-SP 10915, which prohibits use beyond 15 years from the date of manufacture. Inventory of SCAPE ventilator cylinders will reach end-of-service in 2027 and cannot remain in operation past the DOT-mandated retirement threshold. To maintain uninterrupted SCAPE support across all hypergolic, pad, and facility operations, these cylinders must be replaced in accordance with DOT-SP 10915 requirements.
