About this file
This is a Statement of Work for subject matter expert services related to the "SANS Cuff" (Flight Thigh Cuff) project, funded by the Human Research Program. The project will test the efficacy of thigh cuffs as a countermeasure against Optic Disc Edema (ODE) during spaceflight missions on the International Space Station, with participation limited to astronauts predicted to develop Spaceflight Associated Neuro-ocular Syndrome (SANS) in-flight.
The vendor, identified as the developer of the thigh cuff countermeasure, shall serve as the Subject Matter Expert allocating 125 hours per year. Primary duties include troubleshooting issues during thigh cuff fit checks and extended usage periods, providing data interpretation and reporting inputs to support SANS milestones, and conducting post-flight testing to generate in-flight reuse recommendations. Deliverables consist of timely inputs submitted to the NASA Johnson Space Center Cardiovascular and Vision Laboratory Project Point of Contact, progress notes documenting cuff issues and resolutions, and a summary report of post-flight thigh cuff testing. Services will be performed at Clemson University, Pendleton, South Carolina, with a base period from October 1, 2026 through September 30, 2028, followed by two optional one-year periods (10/1/2028-9/30/2029 and 10/1/2029-9/30/2030).

Statement of Work
1. Objective/Requirements
The Human Research Program funded the project, “Flight Thigh Cuff” or better known by Ops Nom name, “SANS Cuff.” This project will test the efficacy of using thigh cuffs as a countermeasure against Optic Disc Edema (ODE) throughout a spaceflight mission. Suitable candidates will be selected to participate in this project if they are predicted to develop SANS (Spaceflight Associated Neuro-ocular syndrome) in-flight.
Vendor will act as the subject matter expert for the thigh cuffs countermeasure as they were the developer of said countermeasure. This will include data interpretation and reporting.
2. Characteristics, Scope, Specs
The vendor shall perform the following duties:
• Act as the Subject Matter Expert (125 hours/year) in all things related to the thigh cuffs developed at Clemson University and used on the International Space Station. Duties included o Troubleshoot any issues that are raised during the thigh cuff Fit Check.
o Troubleshoot any issues that are raised during the newly extended thigh cuff usage period.
o Provide inputs to data interpretation and reporting as needed by project POC in a timely manner to support SANS milestones.
o Testing of thigh cuffs used during flight to provide in-flight reuse recommendations
3. Deliverables
Inputs, as requested, submitted to the Project Point of Contact at the NASA Johnson Space Center Cardiovascular and Vision Laboratory.
Progress notes summarizing any cuff issues and their disposition.
Summary report of thigh cuff testing post-flight.
4. Place of Performance
Clemson University, Pendleton, South Carolina
5. Period of Performance
Services shall be performed October 1, 2026-September 30, 2028 with 2 option years
Base Period of Performance: 10/1/2026-9/30/2028
Option year 1: 10/1/2028-9/30/2029
Option year 2: 10/1/2029-9/30/2030
