About this file
This is a Statement of Work (SOW) for ASCE 41 Tier 2 seismic engineering analysis services at NASA Ames Research Center (ARC).
The contractor shall perform a detailed ASCE 41 Tier 2 engineering analysis to confirm whether potential deficiencies identified in a previously-completed ASCE Tier 1 seismic evaluation are actual deficiencies warranting retrofit or non-issues requiring no action. The analysis must quantify identified deficiencies, with results including collapse probability and percentage of occupants able to safely exit under medium and large earthquake conditions. Deliverables include confirmation of which Tier 1 areas of concern constitute actual deficiencies requiring mitigation, quantified analysis in preparation for future Tier 3 retrofit design, and preliminary retrofit concepts considering desired seismic performance, construction impacts on building operations, budget, and schedule. The contractor shall also contribute to follow-up discussions to facilitate next steps toward a potential future Tier 3 evaluation report if deemed necessary. Performance location is NASA ARC Building N239, with work expected from August 17, 2026 through December 31, 2026. The scope explicitly excludes the previously-completed Tier 1 assessment and any future Tier 3 retrofit design phase.

STATEMENT OF WORK
1. Objective/Requirements Tier 2 seismic engineering analysis, per ASCE 41, to confirm whether the potential deficiencies identified in ASCE Tier 1 study (already completed) are, in fact, actual deficiencies. In this analysis, Tier 1 areas of concern are shown to either (a) be a deficiency that warrants retrofit, or (b) not to be a deficiency where no retrofit is warranted or needed. Risks are quantified, with collapse probability, and percentage of occupants able to safely exit under “medium and large earthquake conditions.”
2. Characteristics, Scope, and Specs
The contractor shall perform the following duties:
• Perform a detailed ASCE 41 Tier 2 engineering analysis using the potential deficiencies identified in the previously-completed ASCE 41 Tier 1 seismic evaluation report (completed outside the scope of this SOW).
• Confirm which potential deficiencies identified in our Tier 1 screening assessment are actual deficiencies that should be mitigated.
o Include analysis to quantify the deficiencies in preparation for a seismic retrofit design, to be performed during the Tier 3 phase (outside the scope of this SOW).
• Develop preliminary retrofit concepts based on desired seismic performance, construction impacts on building operations, budget, and schedule.
• Contribute to follow-up discussions to facilitate the next steps toward a potential future retrofit (Tier 3) evaluation report, if one is deemed necessary.
3. Place of Performance
NASA ARC (Building N239)
4. Period of Performance Performance expected 8/17/2026 to 12/31/2026.
