About this file

This is a NASA Sole Source Justification and Determination document recommending negotiation with MTS as the exclusive vendor for equipment replacement and upgrades in the Materials Research Lab (Building 1205) within the Research Directorate's Durability Damage Tolerance and Reliability Branch. The total estimated cost is redacted, with an estimated period of performance or lead-time for delivery of 6 months ARO (As Required/As Requested).

The justification centers on the need for replacement equipment and system upgrades for failed and unavailable parts, with emphasis on compatibility and interchangeability requirements with existing MTS hardware and software currently supporting NESC investigations and multiple branches. The document identifies critical factors necessitating sole-source procurement: the complexity of the equipment, need for manufacturing-specific parts, specialized knowledge requirements, warranty provisions, and re-installation and calibration services distributed across both buildings and organizations. The government impact analysis indicates that utilizing a non-MTS vendor would cause schedule delays, potential loss of equipment operation, project postponement, and jeopardize critical flight-required activities. The technical user signed and dated the document on 07/30/2026.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☒I recommend that NASA, NASA Shared Services Center negotiate with MTS only for replacement of existing MTS equipment and systems. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 6 months ARO

OR

Brand Name Justification:

☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

Replacement equipment and upgrades are needed for equipment located in the Materials Research Lab (buildings 1205) within the Research Directorate for the Durability Damage Tolerance and Reliability Branch (DDTRB). MTS equipment systems are an important part of laboratory testing. As these systems get older and fail it is important to upgrade the systems to increase maintain functionality. We are replacing a failed and unavailable available parts with this new hardware. Compatibility and interchangeability are needed for use with existing mts hardware and software that are currently in use supporting the NESC investigation, and multiple branches. The specified equipment and vender will ensure compatibility is critical to ongoing work in the lab. Re-installation, calibration, and repair are needed on this equipment distributed across both buildings and organizations to maintain functioning of the laboratories.

Due to the complexity, need for manufacturing specific parts, knowledge of equipment, need of warranty, MTS is the only source for these services.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Going with a non MTS vender will affect schedule of planned work, cause possible loss of operation of the equipment and require a postponement of project and critical flight required activities.
