About this file

This is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source or Brand Name document. The document justifies a brand name acquisition for Globus High Assurance Subscription from the University of Chicago for a 1-year period from the date of purchase. The estimated cost field is left blank in the document.

NASA ARC has determined that Globus High Assurance is the only known solution meeting agency requirements for secure, high-performance data transfers across diverse computing environments while supporting sensitive data types including Protected Health Information (PHI), Personally Identifiable Information (PII), and Controlled Unclassified Information (CUI) in compliance with federal and institutional requirements. The software operates across multiple high-performance computing (HPC) environments, supports various file systems, and maintains reliable performance under variable network conditions. Globus is already approved for use within NASA and currently utilized by NASA JPL and universities collaborating with Ames Research Center. Using an alternative product would create compatibility and interoperability challenges disrupting existing workflows. Significantly, competitors typically charge based on data transfer volume, whereas Globus offers flat-rate pricing; given NASA ARC's current monthly data transfers of 3–5 petabytes, switching would result in substantial additional costs. Implementation of a different platform would require process changes, increase integration complexity, and reduce operational efficiency for users dependent on consistent, secure, large-scale research dataset exchanges. The document is signed by an IT Specialist from NASA ARC's Technology and Network Computing (TNC) office, dated 8/7/26, and identifies the justification as a Brand Name Justification pursuant to FAR 12.102(a).

Brand Name Justification:

☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from University of Chicago for Globus High Assurance Subscription. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 1-Year from date of purchase.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

Globus High Assurance is the only known solution that meets the agency's requirements for secure, high-performance data transfers while supporting the diverse computing environments used by NASA. The software enables the secure transfer of sensitive data, including Protected Health Information (PHI), Personally Identifiable Information (PII), and Controlled Unclassified Information (CUI), in accordance with federal and institutional compliance requirements. It is designed to operate across multiple high-performance computing (HPC) environments, supports a wide range of file systems, and maintains reliable performance despite variable network conditions. In addition, Globus is already approved for use within NASA and is currently utilized by NASA JPL and many of the universities that collaborate with

Ames Research Center, providing established interoperability and seamless data sharing across existing research partnerships.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Using an alternative product would introduce compatibility and interoperability challenges that could disrupt existing workflows and collaboration with NASA centers and external research institutions already using Globus. Other solutions may not provide the same level of support for HPC environments, unattended large-volume transfers, or the broad range of file systems and network conditions required to support Ames Research Center's supercomputing infrastructure. Additionally, many leading competitors charge based on the volume of data transferred, whereas Globus offers a flat-rate pricing model for use of the software. Given that we currently transfer 3–5 petabytes of data each month, switching to another product would result in a significant additional cost to the Government. Implementing a different platform would also require changes to data transfer processes, increase integration complexity, and reduce operational efficiency for users who depend on consistent, secure, and reliable exchange of large research datasets.
