☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject brand name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
m+p International is the only authorized reseller of m+p software. D206 and D314 currently uses m+p hardware. The m+p International software used for this application is proprietary and requires compatible m+p International DAQ hardware to function correctly. Due to this hardware-software dependency, it is essential that m+p is the source of the software being purchased to ensure full operational capability, maintain system compatibility, and support required testing and data acquisition activities.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Use of another vendor/brand software would have limited compatibility with the existing data acquisition
(DAQ) infrastructure currently deployed at NASA Langley Research Center (LaRC) and other NASA centers with similar acoustic testing facilities. More importantly, an alternative vendor/brand software cannot effectively leverage the DAQ equipment currently assigned to LaRC D206, which is planned for near term utilization by LaRC D314. Implementing an alternative vendor/brand software would therefore require the procurement of additional compatible hardware to achieve operational capability, resulting in increased acquisition costs, added integration and learning curve efforts, and reduced interoperability with existing agency assets.
