About this file
This is a Statement of Work (SOW) for the purchase and delivery of a water pump skid to replace an existing pump at NASA Langley Research Center's Direct-Connect Combustion-heated Scramjet Test Facility (DCCSTF).
The contractor must deliver a complete pump skid assembly consisting of a pump, 250-horsepower 460 VAC three-phase motor, mechanical coupling, and structural framework. The pump shall deliver 450 gallons per minute at a minimum outlet head pressure of 550 psig and operate at 3600 rpm. The pump requires a 5-inch ANSI 150 lb class raised face suction flange and a 4-inch ANSI 600 lb class raised face discharge flange. The piping system design must comply with the latest ASME B31.3 standards. The structural framework must be sufficiently rigid and strong for forklift transport and crane lifting to the facility's basement concrete pad. The motor and pump coupling must be laser-aligned to industry tolerances, tested, and certified acceptable prior to shipment. The contractor shall provide baseline vibration data, mechanical and electrical assembly drawings for NASA approval (which triggers a 20% partial payment), and powder coating to prevent rust. The system must arrive pre-wired with only the 460-volt three-phase power connection required on-site. Delivery is due within 120 days of contract award. The contractor must provide up to 3 days of on-site support during commissioning, including laser alignment, start-up, maintenance, and training by a qualified technician. Delivery location is NASA Langley Research Center, Hampton, Virginia 23681.

Direct-Connect Combustion-heated Scramjet Test Facility (DCCSTF) Coolant Pump Replacement
SOW - Specifications and Requirements
NASA Langley Research Center desires the purchase, and the delivery of a water pump skid to support test operations at the B1221C Direct-Connect Combustion-heated Scramjet Test Facility (DSCSTF). This skid will be used for currently scheduled testing at this facility and will replace an existing, near end of life, water pump that was purchased and installed in the 1960’s. The pump will provide cooling water to the DCCSTF heater, nozzles, customer’s combustors, facility ejector, and any other future test article requirements installed at the facility.
The pump skid, by definition, shall consist of the pump, drive motor, and starter (if req’d), mechanical coupling between drive motor and pump, integrated into a structural framework that will provide appropriate stiffness and strength for the cycle life of the pump.
Requirements for the entirety of the skid and associated elements of the assembly are as follows:
1. The pump shall be capable of providing a nominal flow of 450 gallons per minute with an outlet head pressure of at least 550 psig.
2. The drive motor shall be a 250 horsepower, 460 VAC, 60 Hz, three phase motor.
3. The pump shall have a 5”, ANSI 150 lb class, raised face flange for the pump suction line.
4. The pump shall have a 4”, ANSI 600 lb class, raised face flange for the pump discharge connection.
5. The pump piping system design and construction shall be in accordance with the latest addition of ASME B31.3.
6. The pump nominal speed shall be 3600 rpm.
7. The pump and motor shall be mounted to a structural framework that provides appropriate stiffness, rigidity, and strength such that it can be readily transported by forklift, such that NASA can unload the skid, transport to, and be lifted by a lifting crane, and then transported to be installed directly on an existing concrete pad available in the basement of the DCCSTF.
8. The motor and pump shall be coupled at the drive connections with components recommended by the pump manufacturer.
9. Once integrated onto its structure, the pump to motor coupling shall be laser aligned and certified as within industry alignment tolerances for the power ratings, tested, verified as acceptable, and reported to NASA Langley Research Center prior to shipment.
10. The contractor shall provide baseline vibration data on the pump/motor mounted to the skid for condition monitoring of the system in the future.
11. The pump / motor shall be furnished with all required guards and shields needed for safe operation of the pumping system.
12. Prior to starting construction of the palletized pump skid system, the contractor shall provide mechanical assembly drawings of the pump skid*.
13. The pump skid and equipment shall be powder coated to minimize rust and deterioration of the skid, and any associated skid components.
14. The contractor shall provide electrical drawings for the pump starter/motor, in the configuration to be used, for approval by NASA prior to final skid assembly*.
15. The system shall be delivered such that only the 460 Volt, three phase power connection is required on site to operate the pump / starter / motor system. The motor / starter shall be pre-wired prior to delivery at NASA. NASA will provide, and be responsible for, the three phase 460 VAC power connections to the pump starter once skid is properly installed.
16. The system shall be delivered within 120 days of contract award.
17. During commissioning, the supplier shall provide for up to 3 days of support for laser alignment/leveling, pump start-up and maintenance, and any recommended training services for the pump system by a qualified service technician.
*NASA will provide a partial payment of 20% of the total due on final approval of the mechanical and electrical drawings.
