☒I recommend that NASA, NASA Shared Services Center negotiate with Unison Cost Engineering, LLC only for TruePlanning software license renewal. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is Base Year 10/1/2026 – 9/30/2027; Option Year 1 10/1/2027 – 9/30/2028 and Option Year 2 10/1/2028 – 9/30/2029.

☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

The TruePlanning (Unison) software is a critical tool that supports NASA’s daily cost estimating activities and ensures adherence to established cost estimation standards. It provides a robust analytical framework necessary for developing consistent, reliable, and defensible cost estimates across various programs and projects. In addition to facilitating standardized estimating practices, TruePlanning offers specialized features specifically designed to address the complexities of NASA space flight projects.

These capabilities enable estimators to model mission-specific technical, schedule, and cost drivers with a high level of accuracy, surpassing what is available in other commercial tools. As such, the software is a vital part of NASA’s cost estimating infrastructure, contributing to informed decision-making and effective program planning throughout the project lifecycle.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Failure to acquire this software would significantly impair the Government's cost estimating capabilities, limiting its ability to develop accurate, consistent, and reliable cost estimates and analyses for NASA programs and projects. The absence of this tool would adversely affect compliance with NASA's cost estimating standards, reduce the quality and credibility of cost analyses used to inform acquisition and program decisions, and increase the risk of inaccurate budget planning and resource allocation. Since TruePlanning offers specialized functionality specifically designed for NASA space flight projects, its unavailability would lead to operational inefficiencies, disrupt ongoing cost estimating activities, and hinder the Government's capacity to effectively support mission planning, program execution, and lifecycle cost management.
