☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Allen-Bradley/Rockwell Automation, Inc. for Allen-Bradley CLX Workstation & ControlLogix 5590 Controller. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 30 Days ARO .
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
NASA Langley Research Center (LaRC) requires the purchase of Allen-Bradley ControlLogix 5590 Controller, ControlLogix L73 Workstation components, EtherNet/IP communications modules, ControlLogix chassis, Stratix 2500 and Stratix 5800 industrial Ethernet switches, and the FLUKE 1773 Power Quality Analyzer which are required to integrate directly with the existing Rockwell Automation architecture. This specific brand is needed because these items will replace the existing Air Dispatch control system, which has reached end-of-life status and is no longer supported by the manufacturer. The upgraded system will improve operational reliability, maintainability, cybersecurity, and overall system performance while minimizing downtime during installation and commissioning. Maintaining a single manufacturer for the control platform ensures interoperability with existing Allen-Bradley PLCs, preserves standardized maintenance procedures, allows continued use of existing spare parts inventory and engineering software, and provides continued manufacturer firmware updates and technical support.
Using the original equipment manufacturer also minimizes lifecycle costs by avoiding the introduction of multiple hardware platforms requiring separate programming software, training, and maintenance procedures.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
If another brand were selected, it would require significant redesigning the control system, redevelopment and validation of PLC software, modification of network architecture, additional engineering analysis, extensive integration testing, and operator retraining. These activities would substantially increase project cost, schedule, and technical risk while potentially impacting Air Dispatch operations. Procuring through non-authorized sources could result in unsupported equipment, loss of warranty coverage, or inability to obtain manufacturer support. As well as introducing unacceptable technical, operational, and schedule risks to the Air Dispatch Loop Controller Upgrade Project. Only the specified Allen-Bradley equipment will meet the Government’s requirements.
